The Brockville Police Service have tips to reduce your risk of impaired driving if you are hosting a party. "If you plan ahead, you can lower both your risk and your guests' risk of having problems."
Don't drink too much yourself. You can stay on top of potential problems better when you can think clearly and act quickly.
Stop serving alcohol a few hours before the party is over. Bring out non-alcoholic drinks and food.
Find out how guests will be going home from your party. Be prepared to take away car keys.
Know your designated drivers. Have cash and phone numbers ready for taxis.
Plan to deal with guests who drink too much. Ask someone to be prepared to help you before the party gets rolling.
DON'T plan physical activities like swimming, skiing, snowmobiling and skating when you serve alcohol. People are prone to injuries when they've been drinking.
More and more, courts are placing legal responsibility on people who serve alcohol or host events where guests are drinking.
The Brockville Police Service wishes that everyone has a safe and happy holiday. Please plan ahead and be a responsible host.

During the week ending December 15, 2003, members of the Brockville Police Service attended to a total of 256 incidents.
- 23 Highway Traffic Act charges were laid,
- 17 Motor Vehicle collisions were investigated, and
- 4 Liquor Licence Act charges laid.
- 22 Criminal code charges were laid which included 3 persons charged with impaired driving offences.
On December 11, 2003 Kenneth Panagapko, 30 years of age, was arrested and charged for possession of stolen property. This charge was laid as a result of the male being found in possession of a 1991 Mercury Marquis, which was stolen earlier the same day in Brockville.
Brockville Police had a R.I.D.E. team working Saturday, December 13, 2003, during the evening hours. Brockville Police will be continuing with R.I.D.E. checks in the upcoming week and we remind people not to drink and drive.

High Water Levels in City Creeks
The Brockville Police Service is very concerned with the swollen creeks throughout our community. It has come to our attention that a number of children are getting near the creeks that are icy and very dangerous. We urge parents to advise their children to stay away for their safety. The temperatures are going to be dropping and with the creek banks freezing making it hazardous for anyone near them.

During the week ending December 8, 2003, members of the Brockville Police Service attended to a total of 225 incidents.
- 22 Criminal code charges were laid for various offences.
- Officers investigated 11 motor vehicle collisions with no injuries reported.
- 45 Highway Traffic Act charges were laid during this time period.
Motorists are warned to give themselves a few extra minutes in the morning before setting their vehicle in motion to clear all windows of frost. We will be charging motorists who have no clear view with the fine being $110.00.
On Saturday, December 6, 2003, between 8:30 p.m. and 9:30 p.m. a 1987 Chevrolet Half Ton Truck, blue in colour, Ontario licence plate 5020 MC was stolen from the parking lot at Eastside Mario's.
With the upcoming Christmas shopping rush, officers will be issuing parking tickets for motorist who disobey the fire access route signs throughout the City which carries a $30.00 fine.
Further to the robbery on King Street on November 28, 2003, investigation is continuing. Brockville Police Service is requesting assistance from the public as to the identity of the person responsible. On the 5th day of December, 2003, the north end of the City of Brockville began experiencing Bell Canada line difficulties, which included the Brockville Fire Department 911 Communication, as well as the Brockville Police Communications Centre. Alternative back-up systems were put in place and were operating normally.
It was later learned through Bell Canada that technical fibre optic problems were coming from the Stewart Boulevard and 401 area trunk lines. Bell Canada has been working throughout the day and at 1:20 p.m., the emergency phone lines for the Brockville Police Service and Brockville Fire Department were restored to full capacity.
Deputy Chief Manoll states "we appreciate the assistance of 104.9 JR FM and 103.7 BOB FM for their broadcasts, advising residents of Brockville of our emergency situation."

Brockville receives $1.1 Million WSIB rebates through Safe Communities SCIP Program
BROCKVILLE BUSINESSES EARN HEALTH AND SAFETY REBATE
Brockville (December 1, 2003) - The Workplace Safety and Insurance Board (WSIB) distributed a total of $507,710 in rebates to Brockville and district businesses at a ceremony held today at the Brockville Country Club. The businesses, which are members of the Safe Community Coalition of Brockville and District, received the rebates through participation in the WSIB's Safe Communities Incentive Program (SCIP). Each firm was presented with a rebate representing its share of the total rebate.
"This is a wonderful achievement for the participating businesses. Not only have these businesses reduced their workplace injuries and illnesses, but they have sent a clear message to all firms that improving health and safety is just good business sense," said Ron Lovelock, Director of Prevention Services, at the WSIB. "I would like to congratulate the Safe Community Coalition of Brockville and District, the participating businesses, and the people of Brockville for making this community a safer place to live, learn, work and play."
The Safe Community Coalition of Brockville and District is the only SCIP group in Ontario to receive six consecutive SCIP rebates.
The Safe Communities Incentive Program (SCIP) is a joint venture of the WSIB, local small businesses and safe community groups. Through SCIP, small businesses can receive a fixed five per cent rebate on their WSIB premiums when they complete the program requirements. Participating firms gain access to health and safety training programs, resources, and health and safety experts to help them create better, safer workplaces.
"SCIP has resulted in tremendous achievement for local organizations, including $1 million in financial rebates, reduced injuries and savings to our health care costs," said Mayor Ben TeKamp.
"One of the real successes as a Safe Community has been our partnership with WSIB, IAPA, small businesses and employer health and safety representatives who participated in SCIP over the past six years. Together we have achieved results unmatched anywhere else in the Province," said Brockville Police Chief Barry King.
Ontario's Workplace Safety and Insurance Board plays a key role in the province's occupational health and safety system. The WSIB administers no-fault workplace insurance for employers and their workers and is committed to the prevention of workplace injuries and illnesses. The WSIB provides disability benefits, monitors the quality of health care, and assists in early safe return to work for workers who are injured on the job or contract an occupational disease.

During the week ending December 1, 2003 members of the Brockville Police Service attended to a total of 253 incidents.
30 Criminal Code charges were laid which included 3 people arrested and charged with impaired driving. Officers investigated 19 motor vehicle collisions with no serious injuries reported.
With the upcoming holiday season the R.I.D.E. Program will be visible more frequently. People are advised to be prepared to be stopped and with various parties taking place people are reminded to make arrangements for rides home.
On November 28, 2003, between the hours of 1:30 - 6:30 a.m. person(s) stole an 8 foot Santa Claus and an 8 foot Grinch from the front lawn of a residence on Parkedale Avenue West, valued at $160.00.

During the week ending November 24, 2003, officers of the Brockville Police Service attended to a total of 251 incidents.

Over the weekend officers attended to investigate 7 break and enters in the south end of the City, CD's and coins taken.
On November 23, 2003 at 22:13 hours, Jeffrey Hawkins, 25 years of age, of 16 Dales Avenue, Brockville, was arrested for break and enters at the following locations: 354 Brock Street, 4 Ridgeway Place, 4 Westview Place, 6 Westview Place, and 16 Westview Place. The accused, Hawkins, was located by the K-9, Sep, at 16 Westview Place where he was in the process of filling a garbage bag with CD's and electronic equipment. Investigation revealed he had entered through the rear patio door. The accused has been charged with 2 counts of break and enter with intent, 3 counts of break, enter and commit theft and 1 count of trespass by night. He will appear in court on Monday, November 24, 2003.
On Saturday, November 22, 2003, at 22:34 hours, police investigated a break and enter at Gardiner's Smoke Shop at the Brockville Shopping Centre where the front door had been pried open and a quantity of cigarettes taken. The investigation is continuing.
Also overnight, November 22-23, 2003, police investigated break and enters to residences at 152 Church Street where a Playstation, DVD's and a wallet were taken; at 133 Pearl Street West and 79 Pearl Street West where a collection of coin was removed.
On November 23, 2003 police were called to Wal-Mart department store where a male subject had attempted to use a stolen credit card. When questioned, the subject fled. Investigation revealed the credit card had been stolen from the break and enter at 152 Church Street the previous night.
As well over the weekend a number of thefts from vehicles were investigated.

During the week ending November 17, 2003 officers of the Brockville Police Service attended to a total of 273 incidents.

During the early morning of November 16, 2003 the following vehicles were stolen:
2002 Green Ford Explorer, Ontario Licence 1577JX - taken from 769 Laurier Blvd.
1996 Green Chrysler Intrepid, Ontario Licence 772WWY - taken from 800 Laurier Blvd.
On November 15, 2003 at 8:20 p.m., a bobtail tractor was traveling north on Stewart Blvd., it veered into the southbound lane and collided with a 1994 Plymouth Acclaim which was southbound. The truck continued northbound on Stewart Blvd. and failed to remain. No injuries were sustained.
On Saturday, November 15, 2003, in the a.m. officers attended to a residence on Charles Street with reference to a domestic. As a result of the investigation, Andew McLarry was arrested and charged with assault, unlawful confinement, mischief over $5,000 and 5 counts of breach of court orders. He will appear in Brockville court on Monday, November 17, 2003.
In the evening of November 16, 2003 officers investigated a motor vehicle collision on Water Street and St. Andrew Street, where a vehicle collided with a telephone pole. The female driver fled the scene and was later apprehended. Arrested and charged with fail to remain, breach of recognizance and breach of probation is Bobbie Wilson, 19 years old of Brockville. She will appear in court on Monday, November 17, 2003.

During the week ending November 10, 2003 officers of the Brockville Police Service attended to a total of 245 incidents.
- 12 Criminal Code charges were laid for various criminal offences which included 2 impaired drivers.
- 30 Highway Traffic Act charges were laid during this time period.
Overnight Saturday-Sunday persons entered sheds in back yards of residences on King Street East where a bicycle was stolen and attempt theft of 2 other bicycles. Also overnight Saturday-Sunday unknown persons removed Cadillac emblems from the hubcaps of a vehicle while parked in a driveway on Manor Drive.

During the week ending November 2, 2003 officers of the Brockville Police Service attended a total of 309 incidents.
- 28 Criminal Code charges were laid for various criminal offences which included 3 people arrested and charged with impaired driving.
- Officers investigated 16 motor vehicle collisions with no serious injuries reported.
- 40 people were charged for various Highway Traffic Act charges which included speeding, red light infractions, etc.
Overnight Hallowe'en, 80 incidents were reported and 3 people were arrested for public intoxication. No serious incidents were reported.
On Sunday, November 2, 2003 at 8:50 a.m. a 55 year old female was approached by a male person on Kensington Parkway and Laurier Blvd. who pushed her to the ground and indicated he wanted her coat as it was cold. The female was visibly upset but no apparent injuries.
Arrested and charged with robbery is John Mansell Graham, 48 years of age, of Front Avenue, Brockville. A bail hearing is set for Monday, November 3, 2003 at 2:00 p.m.
CRIME PREVENTION WEEK
November 2 - 8, 2003
November 2 - 8, 2003, is Crime Prevention Week across Ontario. It reminds us that out local police officers are working to ensure the community has a safer tomorrow.
One such successful program in Crime Prevention is the Mac Johnson Wildlife Area that was having weekly occurrences of vandalism throughout the region. The Brockville Police Service, Leeds, OPP, Friends of Mac Johnson and the Cataraqui Authority started a partnership to start up a crime watch program. The area residents were canvassed by the police service to start this watch to help protect this beautiful wildlife preserve. After a meeting it was decided that signs, added lights and more patrols would assist in protecting this region. After eleven months this area has returned to a safe and crime free wildlife preserve. This program would not have been successful without the hard working community members that participated in this crime watch. It also goes to show that you don't need a uniform to join our team.
The Brockville Police Service is committed to ensuring a strong and positive relationship between the police and the community. You can make a difference in the community by participating in these valuable programs.

During the week ending October 27, 2003, members of the Brockville Police Service responded to a total of 205 calls for service. 21 Criminal Code charges were laid along with 21 Highway Traffic Act Charges and 4 Liquor Licence Act Charges.
On October 24, 2003 at 7:00 p.m. Brockville Police responded to a domestic dispute in the James Street West area. A Young Offender was arrested for assault with a weapon contrary to section 267(a) of the Criminal Code.
On October 25, 2003 at 01:23 a.m. Brockville Police charged a young offender on Centennial Road at California Avenue with impaired driving contrary to section 253 (a)(b) of the Criminal Code.
On October 25, 2003 at 10:12 a.m. Brockville Police investigated a mischief to Brackenreid Park scorekeepers building by spray paint. Also located was a gas can on top of the building.
On October 26, 2003 at 18:30 hours a residence in the Pearl Street West area was broken into. Owners returned home to find a young person in their home. He fled the scene. Missing from the residence is a VCR and 35 mm camera. The young person is described as 17-18 years old with a black toque, dark ski jacket, carrying a knapsack.

Once again, the Brockville Police Service took part in the 13th annual Operation Impact. This year our focus was on community safety. Police officers throughout the long weekend increased traffic awareness by doing radar and observations at high risk collision areas. We realized that certain areas throughout our city have increased traffic during peak hours and therefore cause a higher risk for collisions.
We are happy to report that this year over 90% of the drivers were wearing their seat belts. We know that seat belt use saves lives and prevents serious injuries during collisions.
We are also on a year round awareness looking for impaired drivers throughout our community. We know that impaired driving is one of the primary causes of serious collisions involving death and injuries. Over the years impaired driving has decreased and we are happy to report that fewer impaired drivers are being arrested for this offence. We encourage people to take taxis and have designated drivers with the holidays approaching.
Our goal is to save lives, prevent injuries and to ask the public to slow down, wear seat belts and never drink and drive.
During the weekend blitz, Brockville Police laid forty-four Highway Traffic Act charges.

Members of the Brockville Police Service is currently investigating an assault that occurred on Thursday night at 9:15 p.m. in the south end of the City.
A 36 year old male from the province of Quebec is in custody and investigation is continuing.

On October 8th, 2003, the Ontario Court of Appeal has made it clear that possession of marihuana for social and recreational use is illegal and is a criminal offence under Section 4 of the Controlled Drugs and Substances Act.
The Brockville Police Service and all police leaders across Ontario agree with and support the court decision upholding Section 4 of the Controlled Drugs and Substances Act. We are proud of our community and our police officers during the period the law was in abeyance for the manner in which everyone dealt with this sensitive issue. Inspector Lee MacArthur states: "The Brockville Police Service is committed to enforcing Section 4 of the CDSA for possession of marihuana just as we did prior to the court decision. The Brockville Police Service is committed to uphold the law for possession of marihuana, and cautions all citizens to not expect warnings for any violation of possession of cannabis."

During the week ending September 29, 2003 members of the Brockville Police Service responded to a total of 268 calls for service. 9 Criminal Code charges were laid along with 33 Highway Traffic Act offences.
On Saturday, September 27, 2003, Brockville Police, along with 20 Police Education students from St. Lawrence College, conducted the Ontario Seat Belt Challenge. A total of 9,000 vehicles were checked, with a 90.2% compliance rate. This has been the highest compliance rate for Brockville. Inspector Lee MacArthur says "The Brockville Police Service are very pleased with the citizens of Brockville for everyone buckling up, which will save lives."

This year's Fall Seat Belt Campaign runs fro Saturday, September 27, 2003 to Sunday October 5, 2003 and kicks off with Ontario's annual Seat Belt Challenge on Saturday, September 27, 2003 when members of the Brockville Police Service will be working with 20 volunteer first year Police Education students from St. Lawrence College. Between 1:30 and 3:30 p.m., teams of students will be recording the seat belt compliance of drivers in Brockville.
Last year, the compliance rate was 85% in our community. We hope that even more drivers will buckle up for safety. During this challenge, the Brockville Police will be issuing tickets for non-compliant drivers which will result in a $110.00 fine plus the loss of two demerit points.
Ontario's seat belt usage rate has been increasing steadily, and Ontario currently has the highest seat belt usage in Canada. At the same time, deaths and injuries from motor vehicle collisions have been decreasing. In 2000, there were more than 75,000 drivers and passengers injured and killed in collisions in Ontario.

During the week ending September 22, 2003, members of the Brockville Police Service responded to a total of 287 calls for service. 27 Criminal Code charges were laid, along with 2 liquor charges.
Overnight on September 18, 2003, unknown persons cut the screen window on a residence on Country Club Place and removed the victim's purse. The victim's credit cards were later used in the Napanee area. Also on September 18, 2003, unknown persons broke into a residence on Chipman Road and stole credit cards from the victim's purse which were later used in the Napanee area. Both of these incidents are linked.
A reminder to all motorists - the safety of children is our highest priority, as well as our crossing guards. We have had incidents lately where our crossing guards have been almost struck while stopping traffic. The fine for "Failing to Obey School Crossing Stop Sign" is $190.00 contrary to Section 176(3) of the Highway Traffic Act.

It is with profound regret that the Brockville Police Service has learned of the passing of Retired Chief, Les Sterritt. Chief Sterritt led the Brockville Police Service for 16 years and for 43 years was part of this service to the community. Our thoughts and prayers are with the family. Chief Barry King states "We are saddened with the loss of a man who contributed significantly to this Police Service and to Brockville through the support of sporting activities for you, and the Police Chorus, and the selection and hiring of a number of the current members".

During the week ending September 15, 2003, members of the Brockville Police Service attended to a total of 309 calls. 15 Criminal Code charges were laid along with 6 liquor charges.
In the early morning hours of the 14th of September 2003, D.J.'s Barber Shop was the victim of a break and enter at 18 King Street East. Entry was gained to the side door of the business. The cash tray was removed with a small float. Arrested for the break and enter is Eric Estevez, age 24, of Brockville, along with Travis Ba, age 24 of Brockville. Estevez was remanded into custody and Bax was released on an Undertaking with an appearance date of October 17, 2003.

During the week ending September 8, 2003, members of the Brockville Police Service attended to a total of 264 calls. 7 Criminal Code charges were laid for various offences including 1 Impaired charge.
Some time between the 6th - 7th of September 2003, unknown person(s) cut the fence into the compound of Avesta Abe, located at 180 Laurier Boulevard. Once inside, unknown culprit(s) removed numerous pieces of stainless steel with a value of $56,000.00. Should anyone have information about this theft, they should call Brockville Police or Crime Stoppers at 1-800-222-TIPS (8477).
On September 9, 2003, Brockville Police investigated a motor vehicle/pedestrian accident at the corner of Central Avenue and Balmoral Place. Driver, Florence O'Connor of Brockville, age 74, struck Chantal Pattemore, age 30, of Brockville, crossing the street. Pattemore was taken to Brockville General Hospital for minor injuries. O'Connor was charged with Sec. 144(7) of the Highway Traffic Act, Fail to Yield to Pedestrian.

During the week ending September 2, 2003, members of the Brockville Police Service attended to a total of 337 calls. 44 Criminal Code charges were laid during this time period which included 1 Impaired Driver, 2 Assault charges and several Breach charges. Officers investigated 13 motor vehicle collisions with no serious injuries.
Our Marine R.I.D.E. Unit worked over the weekend stopping numerous vessels, issues 2 warnings and 11 safety checks.
Motorists are again advised to obey all school bus stop signs and flashing lights, as children are returning to school. The fine for failing to stop for a school bus is $500.00 contrary to Section 175(11) of the Highway Traffic Act.

Once again hundreds of school age children are heading back to school on September 2. Please take note that very young children will be walking to school for the very first time at busy intersections and crosswalks. Our adult crossing guards will be assisting the children at numerous high traffic locations throughout the city.
Parents - please talk with your children about carefully crossing roads. Have them wait for the school bus in a safe place, away from the roadway. After the bus arrives, have them line up in single file and never crowd, push or shove. Your children should take their seat promptly and stay there. During the bus ride, they should keep their arms and head inside the windows at all times. We ask that you remind your children to be courteous and considerate of other students and the bus driver.
When children are exiting the bus, crossing the road is often one of the most dangerous parts of a bus trip. Children should never depend on the traffic to stop, because sometimes it does not. Please remind your children to always step ahead of the bus along the edge of the road, looking back at the driver to make sure he or she sees them, and to always look themselves to make sure the way is safe.
The Brockville Police Service asks motorists to take their time, leave earlier and be alert during this back to school time.

During the week ending August 25, 2003, members of the Brockville Police Service attended to a total of 342 incidents. 27 Criminal Code charges were laid during this time period which included 2 Impaired Drivers and 7 Breach of Court Orders. 2 people were also arrested on outstanding warrants issued by the Ottawa/Carleton Police Service, and both were returned to Ottawa.
Officers investigated 15 motor vehicle collisions with no serious injuries reported. 2 cyclists were involved in collisions with vehicles, both caused by the cyclists. "Cyclists are reminded they must obey all the laws as is pertained to motorists", which includes obeying traffic lights, stop signs, etcetera.
This week the "All Hands On Deck" selective traffic enforcement team will focus on violations relating to right turns on red lights, cyclists obeying the law, motorists giving the right of way to pedestrians and any other infractions that may occur.
Our Marine Unit and R.I.D.E. team will be working the waters and city streets during our last long weekend of the summer, so be prepared to be stopped.

The Brockville Police Service would like to congratulate the citizens of Brockville in the manner they conducted themselves during the blackout on Thursday, August 14th, 2003. To the volunteers who assisted us in monitoring traffic when the traffic lights were out, we thank you.

During the power outage, Brockville Police Service attended to a total of 13 incidents, all of a minor nature.

The Brockville Police Service is currently investigating two sexual assaults which occurred within five days along the bike path in the City of Brockville. In the first incident on August 8,2003, a 17 year old female was walking home from a friend's house at approximately 1:10 a.m. along the bike path west of Park Street when she was surprised by a male person who forced her to the ground. The suspect person in this incident was walking a white, long-haired dog which continued to bark during the assault.
The second incident occurred at 1:05 a.m. on August 11, 2003, where a 17 year old female was walking on the street in the area of Reynolds Drive and Glenn Wood Place when she was approached by a male person who forced her into a field behind the Glenn Wood Apartments and an assault took place. Description is similar in both incidents: male, white, twenties, tall, slender to medium build, brown hair, facial hair with a goatee (may have an overbite and an earring in his left ear. This was described in the first incident).

The Brockville Police Service has put into service a "STEALTH" traffic enforcement vehicle. This second life vehicle, which was previously a patrol car, has been painted black and has black reflective police decals for visibility at night. This stealth traffic car is equipped with special emergency lighting as well as radar and has been deployed as another strategy to enhance our traffic safety program, which is comprised of traffic safety announcements, new digital speed warning sign, the "All Hands on Deck" program, radar enforcement by patrol cars, and now the low visibility stealth traffic car. The main purpose of the stealth traffic car is to operate in high complaint areas, to observe and apprehend drivers on thoroughfares and residential areas where aggressive driving, speeding, failing to stop for traffic signs or lights requires enhanced enforcement. New Digital Radar Warning Sign
Sergeant Doug Locke, Community Safety Officer, and Constable Hugh Purvis, Selective Traffic Enforcement Officer, will be on location on King Street West in the area of Phillips Cables at approximately 11:00 a.m. . At this time, Brockville Police Service will display the new digital radar sign, which is mounted on the roof of a patrol car. This unit will display the actual speed of approaching vehicles. This device has been in operation during the last two weeks, and has resulted in a definite impact on reducing vehicle traffic speeds in high traffic areas.
This device has been purchased by the Brockville Police Service to be used in a proactive manner to slow traffic in areas of schools, hospitals and community zones with large areas of pedestrian traffic within our city. We also are going to use this device on the St. Lawrence River near the shoreline where the speed is 10 km/hr within 30 metres.
The media are invited to attend Thursday, July 17th on King Street West at St. Lawrence Park at 11:00 a.m. to view this new proactive traffic safety device to slow motorists in high volume traffic areas within Brockville.
Chief Barry King stated: "We are hopeful that this new traffic warning device complemented by our selective traffic enforcement will enhance awareness for motorists to slow down and drive with care in our community."

The Brockville Police Service is receiving numerous complaints from cyclists being forced off the road by motorists. National statistics show that every six hours, a bicyclist is fatally injured. Forty nine percent of all bicyclist deaths occur to children age 16 or younger. In Brockville, the most common factor in bicycle collisions is young cyclists riding on the wrong side of the street. We also observe motorists not giving any room for the cyclist. This is very dangerous, and may result in a fatal collision. We ask parents to talk this over with their children. Cyclists and motorists need to respect each other by co-operating on our streets. Please be careful and obey all traffic laws, responsible motorists and cyclists. It is safer for everyone.

Help Local Kids "Earn A Bike"
Tim Hortons Raleigh mountain bikes and Sonic helmets will be presented to twelve children from Big Brothers and Girls Inc. from the Brockville community who took part in the Tim Hortons "Earn A Bike" program during the month of June. The bike and helmet presentations will take place on Thursday, July 17, 2003, 9:30 a.m. at St. Lawrence Park in Brockville, Ontario.
The "Earn A Bike" participants are selected from within the community, and are between nine to twelve years of age. In appreciation for their hard work and dedication, each participant will receive their very own bike and helmet courtesy of their local Tim Hortons store owners. Supervised by volunteers, parents and police officers, each child completed thirty hours of community service to help clean up their local streets parks and schools.
"At Tim Hortons we try to focus on helping youth and this is a worthwhile program because it directly benefits the entire community" said Ann and Gary Joyce. "We feel that the "Earn A Bike" program is a great way to teach kids about teamwork, give them job skills, and build their self esteem. We are very proud to sponsor this event, and provide the bikes and helmets as a well deserved reward for the kids".
The "Earn A Bike" program is also made possible through the hard work and support of the Brockville Police Service, who help to select the children, co-ordinate the program and provide supervision while the children are out doing their community service. The "Earn A Bike" program was initiated by the Hamilton-Wentworth Police Service in 1996. Tim Hortons became the title sponsor of the program two years later. The Tim Hortons "Earn A Bike" program is now run in over 70 regions in Ontario, with over 1,000 children receiving bikes and helmets in 2002.

During a ten day period ending July 1, 2003, officers of the Brockville Police Service attended to a total of 629 incidents. 30 Criminal Code charges were laid for various criminal offences, which included 2 impaired drivers and several charges of breach of court order. 19 people were arrested for Public Intoxication during this same time period. Officers investigated 28 motor vehicle collisions, with no serious injuries reported.
Over the weekend and leading to Canada Day, our Marine Unit was patrolling the water. 23 vessels were stopped, resulting in 1 person charged with speeding at Swift Waters, 1 person charged with Open Liquor in Vessel, and 1 person charged with no competency proof. Our Marine Unit will continue to patrol our waters throughout the remainder of the summer.
On Saturday, June 28, 2003 at 8:35 p.m., officers attended to King Street and John Street reference to an assault. Following police investigation, the accused, Mark Chamberlain, 37 years, of Smiths Falls, was charged with Dangerous Driving, Unlawfully in a Dwelling, 2 counts of Assault, 1 count of Assault with a Weapon (wood planer), and Uttering Threats. He has been remanded in custody with a court appearance for Wednesday, July 2, 2003.

During the week ending June 9, 2003, officers attended to a total of 303 incidents within the City of Brockville. 22 criminal charges were laid for various offences, which included breach of court orders, as well as 2 people arrested for Impaired Driving.
The Brockville Police Service is presently investigating the theft of a 1997 Dodge Caravan, blue in colour, Ontario licence 776LHH, taken from the parking lot at 24 Church Street overnight Sunday June 8-9. Also, a 2000 Dodge Caravan, green in colour, Ontario licence AJPP737, was taken from the parking lot of the Brockville Shopping Centre between 6:00 a.m. and 2:00 p.m. on June 9th.
One Young Offender and one adult (both males) are in police custody charged with Theft Under $5000 and Theft Over $5000 as a result of the theft of a 1999 Dodge Durango stolen from the driveway at 28 Cambridge Crescent overnight June 8-9th. The vehicle was recovered in St. Lawrence Park. The two males are presently being investigated regarding the rash of thefts from vehicles, and will be held for a bail hearing on June 10th.
Officers were busy over the weekend attending to the activities at St. Lawrence Park with the Celtic Festival. No incidents reported.
Our Marine Unit was patrolling the waterfront over the weekend, and will continue to do so. We have received complaints regarding noisy boats, and charges will be laid for boats emitting excessive noise.

BICYCLE LICENSES
During the months of June, July and August, the Brockville Police will only issue bicycle licenses on Wednesdays from 12:00 noon to 7:00 p.m., and Saturdays from 9:00 a.m. to 3:00 p.m. These license plates allow the owner of a bicycle to have the serial number, make, model, colour and other relevant information put into a computer database. The owner receives a plastic licence plate which is attached to the frame of the bicycle and a reflective "THIS BICYCLE MARKED FOR POLICE ID" sticker which is placed on the frame of the bicycle so that it can be easily identified by police.
Through this program, hundreds of bikes have been returned, and numerous theft charges have been laid by police. The Kinsmen Club of Brockville supports this program and makes it available to anyone with a bicycle.

From May 27 - 30, 1800 Grade 5 & 6 students from Leeds, Grenville and Lanark area schools will take part in this exciting and innovative program about the hazards of drug and alcohol abuse. "Since car racing has a zero tolerance for substance abuse" says Denise Kall, Public Health Nurse and Safe Community Coalition Co-Ordinator, "it is the perfect theme for communicating this message to students".
A number of Safe Community partner organizations have joined forces to assist the Royal Canadian Mounted Police (RCMP) in bringing Racing Against Drugs to Brockville. Students will visit as many as 25 "pit stops" on the road to being more informed. Each pit stop demonstrates a link between healthy choices and risk taking through various activities/sports and is operated by different local organizations such as the Brockville Police Service, the OPP, the Health Unit, Kingston RCMP, 3M Canada, TRICAS and many more.
The primary objective of this drug education initiative is to utilize the sport of auto racing to capture the attention of young people and communicate with them through an exciting and high-profile sport where there is no room for error or impairment from drug use. Since 1994, the RCMP have taken the program to many communities, where local partners work together to deliver the alcohol and drug prevention message to young people.

During the week ending May 5, 2003, members of the Brockville Police Service attended to a total of 256 incidents. 14 Criminal Code charges were laid for various Criminal Code offences which included Assaults, Breach of Court Orders, and Mischief. Officers investigated 10 motor vehicle collisions, with no serious injuries reported.
On May 2, 2003, at 2:20 p.m., the Brockville Police Service K-9 Unit and the Ontario Provincial Police, in a joint forces "Project Islander" executed a search warrant at 12 King Street West. A search of the apartment resulted in the seizure of 60 grams of cocaine, 30 grams of mushrooms and other drug paraphernalia. The street value of the drugs is estimated at $13,000.00. Also seized were 3 gold rings, and stereo speakers which were reported stolen from a recent residential break and enter within the City. Total value of stolen property recovered is estimated at $1,000.00.
Arrested and charged with 4 counts of drug-related offences and 6 Criminal Code offences is Michael Dibble, 21 years old, of Brockville, and Sandia Pierre, 22 years old, of Brockville, who is charged with 4 counts of possession of drugs.
This week the "All Hands On Deck" selective traffic enforcement team will focus on violations relating to speeding, traffic light infractions and any other infractions officers come upon.

On Saturday, April 26, 2003, a 1991 grey GMC Safari van, Ontario Licence AHLW344 was stolen from the 1000 Islands Mall, between the hours of 3:45 p.m. and 4:45 p.m. Officers also investigated 11 motor vehicle collisions during this past week with no serious injuries reported.
May 25 is National Missing Children Day, and May is the month to wear your Green Ribbon of Hope. Child Find Ontario is 19 year old registered charitable organization, and is a Community Partner in the search of missing, abducted and runaway children and teenagers. The concept of the Green Ribbon of Hope campaign was developed by students of Holy Cross Secondary School in St. Catharines after the disappearance of Kristen French. Thanks to the efforts of the students of Holy Cross Secondary School, Kristen's memory lives on and the Green Ribbon of Hope has become a symbol of hope for all who bear it.

On the 4th day of April, 2003, between 8:15 and 8:30 a.m., a 10-year old male was walking on the bike path between Perth Street and Brock Street, where he was sexually assaulted.
On the 5th day of April, 2003, Brockville Police arrested a male on King Street East for Aggravated Assault and Forcible Confinement and two other sexual related offences. The accused's name cannot be released at this time due to a publication ban.
Inspector MacArthur says "We are extremely pleased with the public and media's assistance in this matter to make a quick arrest".
The case is headed up by Detective Sergeant Scott Fraser of the Brockville Police Service. The accused makes a bail hearing appearance at 2:00 p.m. April 7th, 2003.

As a part of an ongoing joint forces drug enforcement initiative called "Project Islander", the Brockville Police Service, Leeds County OPP, Kingston OPP Drug Enforcement Section and Kingston OPP Proceeds of Crime Unit executed a search warrant at a Windsor Drive address. A quantity of marihuana was seized with an estimated street value of $30,000.00.
Charged with Possession for the Purpose of Trafficking are: Stephanie Fergusson, 20 years of age, of Brockville, and Kenneth Levere, 20 years of age, of Ottawa.

During the week ending March 24, 2003, members of the Brockville Police Service attended to a total of 245 incidents. 14 Criminal Code charges were laid for various criminal offences. Officers investigated 14 motor vehicle collisions with no serious injuries reported.
Reports of 4 incidents relating to vehicles being damaged were investigated. Vehicles had their windows broken, and one vehicle had the window broken and an unknown person poured motor oil and antifreeze over the interior. This occurred on the parking lot of 806 Chelsea Court, and was reported to police on March 21, 2003. During the week ending March 17, 2003, members of the Brockville Police Service attended to a total of 207 incidents. 10 Criminal Code charges were laid for assault, mischief, etc.
As a result of a traffic stop on Tuesday night, March 11, 2003, there male persons were charged with possession of marihuana and possession of ecstasy.
Members of the Brockville Police Service have seen an increase in the drug ecstasy. The drug has been appearing in Tylenol/Advil containers and looks like flat, round Aspirin in various colours and shapes and can have anything pressed into them, from cartoon characters to whatever.
Ecstasy (methylendioxymethamphetamine, or MDMA) takes effect 20-40 minutes after taking a tablet, with little rushes of exhilaration which can be accompanied by nausea. 60-90 minutes after taking the drug, the user feels the peak effects. Sensations are enhanced, and the user experiences heightened feelings of empathy, emotional warmth and self-acceptance. Mixing ecstasy with alcohol or other drugs increases the risk of adverse reactions.
On Thursday, March 13, 2003, a 30-year old male person from Brockville was arrested and charged with 1 count of possession of ecstasy for the purpose of trafficking, and 1 count of possession of proceeds of crime.

On March 6th, 2003, members of the Criminal Investigation Branch, along with our Technical Computer Officer, executed a search warrant on Kensington Parkway in regards to an ongoing internet chat investigation. Police seized numerous pieces of evidence from the apartment, including a computer.
A 25 year old male has been charged with Luring A Child, contrary to Section 172(1) of the Criminal Code, and Invitation to Sexual Touching, contrary to Section 152 of the Criminal Code. This internet case involved a 12-year old child. The accused will make his first court appearance on April 18, 2003.
The investigation is headed up by Sergeant Scott Fraser of the Criminal Investigation Branch.

The Brockville Police Service is pleased to welcome Constable Laurie Burns to our police service effective March 3, 2003. Laurie replaces Constable Mark Pearce, who resigned in January 2003. Laurie comes to us after working with Toronto Police Service for the past 18 months. She was born and raised in Lombardy and is a graduate of St. Lawrence College (Brockville Campus) in 2000 with a diploma in Law and Security. She continued her education by attending Algonquin College in Police Foundations. Laurie is a graduate of the Ontario Police College, having graduated in December, 2001, and after a period of training will be assigned to a platoon and will be a front line officer.

During the week ending February 24, 2003, members of the Brockville Police Service attended to a total of 220 incidents. 23 Criminal Code charges were laid for Breach of court orders, Break and Enter, and Assault. 39 Highway Traffic Act charges were laid for various traffic infractions.
On Tuesday, February 18, 2003 from 11:00 hours to 13:00 hours, 11 officers were assigned to "All Hands On Deck" with a focus on Community Safety Zones and pedestrian crosswalks. A total of 13 Highway Traffic Act charges were laid as follows: 2 Fail to Wear Complete Seatbelt Assembly; 8 Speeding; 1 Fail to Surrender Driver's License; 2 pedestrians charged for walking against a "Don't Walk" sign. 25 warnings were also issued for various Highway Traffic Act violations.
On Friday night, February 21, 2003, the R.I.D.E. team was out, resulting in 100 vehicles stopped with 1 roadside screening device test, 1 liquor seizure and 1 person charged for Impaired.
On February 24, 2003 at midnight, the occupant of 59 Jessie Street returned home and upon checking his boathouse, which had been broken into earlier in the week, with his dog, the dog began to growl, and he noticed 2 males run in different directions from his boathouse. He chased one of the suspects, and in the area of LOEB/IGA on King Street West, this suspect was apprehended by another male person who witnessed the chase and held him until the arrival of the police. A 16 year old male Young Offender has been arrested and charged with Break and Enter, Trespass by Night and Breach of a Court Order, and will appear in court this date for a bail hearing. Investigation is continuing.

During the week ending February 17, 2003, members of the Brockville Police Service attended to a total of 249 incidents. 15 Criminal Code charges were laid which included Breach of Court Orders and 1 Impaired Driver. 53 people were charged for various Highway Traffic Act infractions. Officers investigated 31 Motor vehicle collisions, with no serious injuries reported.
During the week, several Canada Post money orders for various amounts were cashed throughout the city. On the back of the money order is a 1-800 number and retailers should call this number to verify that the money orders are legitimate. A warrant has been issued for Skye Hemelaar, age 21, of Brockville, for uttering a forged document.
This week the "All Hands On Deck" selective traffic enforcement team will focus on violations relating to speeding, pedestrian crosswalks and violations in the three Community Safety Zones.

During the week ending February 10, 2003, members of the Brockville Police Service attended to a total of 247 incidents. 29 Criminal Code charges were laid for various criminal offences which included 5 people arrested and charged with Causing a Disturbance by Being Drunk. 4 persons were arrested and charged with Possession of a Controlled Substance. 20 motor vehicle collisions were investigated, all minor in nature.

During the week ending February 3, 2003, members of the Brockville Police Service attended to a total of 293 incidents. 28 Criminal Code charges were laid which included Assaults, Thefts, and Breach of Court Orders. 53 people were charged under the Highway Traffic Act for various traffic infractions. Officers investigated 27 motor vehicle collisions with no serious injuries reported.
On January 31, 2003 at 6:30 p.m., officers attended to a domestic at 14 Ormond Street. Upon arrival, they were approached by a male person at the top of the stairway and told to back off. Both officers attempted to communicate with this person to no avail. he produced a kitchen knife. Constable Ferguson grabbed the person's arm when he produced the knife with the other hand. Constable Henri drew her weapon and demanded he drop the knife. Anthony Daniel Heinekemp, age 32, of Brockville, was arrested and charged with Weapons Dangerous, Uttering Death Threats, and Assault. he is presently in custody awaiting a bail hearing on Monday, February 3, 2003.
Both officers displayed good judgement in this incident and used the proper Use of Force options which they had been taught. They controlled the situation and brought it to a successful ending.

During the week ending January 27, 2003, members of the Brockville Police Service attended to a total of 235 incidents. 9 Criminal Code charges were laid for various criminal offences. 6 people were charged with Liquor Licence Act infractions. Officers investigated 31 motor vehicle collisions during this time period, all minor in nature.
On Thursday, January 23, 2003, 9 officers were involved in the "All Hands On Deck" traffic enforcement targeting speeding, stop light infractions and stop sign infractions. We changed the enforcement time to early evening, with a total of 8 charges being laid during a 2-hour period, 5 speeding, 1 drive under suspension, 1 drive motor vehicle with open liquor, 1 stop sign. Also, 11 motorists were warned for not stopping for amber lights, and for burned out headlights. This enforcement will continue at a specified time.

During the week ending January 20, 2003, members of the Brockville Police Service attended to a total of 268 incidents. 16 Criminal Code charges were laid for various criminal offences, which included 3 people charged with Impaired Driving.
David William Chattaway, 28, of Brockville, was arrested and charged with Robbery and Using a Disguise while Committing an Offence. He was charged for the offence which occurred on October 13, 2002 at MacEwen's Gas Bar, 522 King Street West. He is presently in custody.
This week, the "All Hands On Deck" selective traffic enforcement team will focus on violations relating to speeding, traffic light infractions and any other infractions that the officers come upon.
Snowbanks are becoming high from the recent snowfall we have received, and motorists should be aware of young children playing close to our streets.

During the week ending January 13, 2003, members of the Brockville Police Service attended to a total of 249 incidents. 33 Criminal Code charges were laid for various criminal offences which included 2 people arrested and charged with Impaired Driving.
On Friday, January 10, 2003, Michael Dibble was arrested east of the city without incident. We had issued a warrant for him charging him with possession of stolen property as a result of a previous break and enter at the Relax Restaurant.
On Saturday, January 11, 2003, at approximately 3:00 p.m., a 1994 Plymouth Voyager van, dark green in colour, Ontario licence plate AKVP252 was reported stolen from the parking lot at the 1000 Islands Mall. This vehicle was used in a robbery at the Jewel Box, 94 King STreet West at 3:40 p.m. where a female clerk was approached by 2 male persons asking to look at some rings. She was pushed aside, the rings were picked up and both males ran out the door. They were seen getting into the above noted vehicle and were last seen travelling west on King Street.

During the two weeks ending January 6, 2003, members of the Brockville Police Service attended to a total of 422 incidents. 30 Criminal Code charges were laid, which included several charges of Assaults and Breach of Court Orders. 27 motor vehicle collisions were investigated, with no serious injuries reported.
With the recent snowfall, a total of 92 parking tickets were issued for vehicles left parked on city streets, 13 vehicles were also towed. The overnight parking By-Law is in effect from November 1, 202 to March 31, 2003. Advisory to residents: "Listen to CFJR for areas to be plowed, and ensure your vehicle is off city property."
On January 2, 2003, at 6:00 a.m., the owner of the Relax Restaurant, 72 King Street West, Brockville, reported a Break and Enter to the restaurant. Entry was gained through the chute at the front of the restaurant. Once inside, an undisclosed amount of cash was taken as well as some meat. Investigation resulted in officers attending to a King Street East residence, where a warrant was executed and the property taken from the Relax Restaurant was recovered. A warrant has been issued for Michael Dibble, DOB: 82-04-25 for Possession of Stolen Property.
