On December 16th, 2012 police arrested two more individuals in relation to the ongoing round-up of individuals identified through project principle.

- Reginald James Monether (53 years) of Brockville has been arrested and charged with three counts of Trafficking Cocaine

- Michael Steven Telford (30 YEARS) of Carleton Place has been arrested and charged with Trafficking Cocaine and Breach of Undertaking

*Both are to appear in court (Brockville) on February 22nd, 2013

Over the past several months Brockville Police, along with Gananoque Police and the Ontario Provincial Police, conducted a street level drug enforcement initiative in the City of Brockville and Town of Gananoque. Investigators, using undercover operations, befriended and purchased various illegal drugs from local drug dealers. The drugs purchased included Cocaine, Methamphetamine, Marihuana and Oxycontin. Purchases were made on local streets, in residences, and within licensed premises.

On the 13th and 14th of December the following people were arrested and charged with the following offences:

The Brockville Police Association is pleased to announce that the successful candidate for the 2nd Annual COPS CARE FOR KIDS competition is – 7 year old Brockville resident Vincent Norton.
Vincent suffers from a number of afflictions ranging from a rare genetic syndrome causing deformities in bone structure to deafness. Vincent also spent the majority of the first two years of his life at CHEO. Vincent and his family will continue to battle these afflictions for all of his life.

Final arrangements are being made to send Vincent, his older brother James, and their parents Julie and David to an upcoming WWE event with overnight stay, as well as a two-night stay at The Great Wolf Lodge, all expenses paid.

The Brockville Police Association is excited to provide this opportunity for the Norton family. Our hope is that we can provide them with positive memories as they spend quality family time together which they have missed out on over the years.

A special school assembly will be held on Friday December 14th, 2012 at 2:45 p.m. at St. John Bosco School in Brockville to make the presentation to Vincent. Media is very welcome to attend this event! Congratulations Vincent!

This Saturday December 15th 2012 the Eldridge Electric Midget B Non-Contact Jr. Braves of the BMHA is hosting a "Fill The Cruiser" Fundraiser on behalf of the Salvation Army. They will be located at the Brockville Police Department – 2269 Parkedale Avenue - Saturday from 10am - 2pm volunteering for this worthwhile cause Please help fill the police cruiser with gifts, food or cash which will be donated to the Salvation Army. The cruiser will be parked in the front of the police department and easily identifiable to anyone passing by, along with the team of players sporting their Jr. Braves Jerseys.

Congratulations to the Eldridge Electric Midget B hockey team for their efforts.

On the 11th of December 2012 at 11:20 pm officers attended to a building on Windsor Drive in relation to a theft. At this time unknown suspects had removed one washing machine from the building and damaged a second one. The suspects were driving a dark coloured van. On the 11th of December 2012 at 11 pm members of the OPP arrested a male currently wanted by the Brockville Police Service. 43 year old Lloyd Dixon from Brockville was arrested on 3 outstanding warrants for assault. He was held for bail.

Upon arrival officers located a 19 year old male from Brockville who was breaching conditions of his probation. He was arrested for breach of probation and later released with a future court date.

Officers located the damaged vehicle a short distance form the accident. 26 year old Patrick HARPER – 26 yrs – from Williamsburg has been charged with impaired driving and driving while over .08

On the 4th of December 2012 at 4 pm officers attended to the Superstore in relation to a theft. At this time staff had arrested a 45 year old female who was stealing from the store. She was charged with theft under 5000.00 and released with a future court date.

At 6:30 pm officers returned to the Superstore in relation to another theft. At this time a 25 year old female from Ottawa was attempting to steal approximately 1000 dollars in meat products. Upon police arrival the female resisted arrest and attempted to flee. After a brief foot pursuit the female was apprehended. Laura PRIMEAU – 25 yrs – from Ottawa has been charged with theft under 5000.00, breach of undertaking and resist arrest. She was held for bail.

At 9:30 pm officers once again attended to a theft at the Superstore. At this time a female was stealing dvd’s and video games from he electronic section. The female fled to a waiting motor vehicle prior to police arrival and travelled West on Highway 401. Officers await the vehicle at Stewart Blvd and located it exiting the 401. At this time two females were located inside the vehicle along with stolen property. The females were on conditions not to be in the company of each other. Skye HEMELAAR – 31- from the Brockville area and Janet VANLEYAN -55 yrs – Elizabethtown – are both charged with theft under 5000 and breach of conditions. They will appear at a future court date.

On October 18th 2012 members of the Brockville Service assisted members of the Alcohol and Gaming Commission of Ontario with alcohol compliance checks relating to the delivery of liquor. At this time Nick’s Delivery was contacted to deliver a quantity of alcohol. As a result of the delivery the company was found to violate several regulations established by the Province. The offences include:

• Fail to Carry Copy of Licence
• Deliver Liquor to other than Residence
• Carry on Business in Other Name
• Fail to Prepare Order Reports
• Fail to Obtain Required Receipt Information
• Fail to Obtain Signed receipt Upon delivery
• Fail to Ensure Server training

The proprietor will appear at a future court date.

The Brockville Police continues to aggressively investigate and enforce compliance with regulations under the Liquor Licence Act. These investigations include licensed establishments and liquor delivery service.

On the 2nd of December 2012 at 6:50 pm officers assisted fire and hydro on Centennial Road. The cause of the power failure was found to be a blown transformer. Centennial Road was closed near the train crossing for a couple of hours while power was restored.

On the 2nd of December 2012 at 7:50 pm a 19 year old male was charged with being intoxicated in a public place. The male exited his apartment on Kensington Pkwy following the power outage and began arguing in the hallway with other tenants. He was held until sober and released.

On the 2nd of December 2012 at 3:10 am officers attended to a motor vehicle collision on Laurier Blvd at Cole Court. At this time 2 vehicles were unattended in the middle of the road with moderate damage to both. Investigation concluded that a motor vehicle being driven by a 23 year old Cassandra FERGUSON from Athens had struck a parked car. Ferguson fled the scene and was located on Kensington Pkwy. She has been charged with impaired driving, driving while over .08, take motor vehicle without owners consent and fail to remain at the scene of an accident. She will appear at a future court date.

On the 2nd of December 2012 at 2:25 am officers responded to Mcdonalds in response to a male with open liquor. Upon arrival a 20 year old male was located with open liquor and driving. The male was issued a 72 hour suspension. His 18 year old passenger was charged with minor consuming liquor.

On the 1st of December 2012 at 5:20 pm officers commenced an investigation into a stolen transport from central Avenue West. Over the next 24 hours 2 transports and a trailer loaded with frozen foods would be found to be stolen. In the same course of time the two transports and trailer were located in Quebec at a truck stop outside of Montreal. The trailer load of frozen food was undisturbed. The vehicles were returned to their owners and the investigation remains open. If anyone has information they are asked to contact the Brockville Police at 613-342-0127.

On the 30th of November 2012 members of the Brockville Police Service became involved in a domestic assault investigation. As a result of investigation a 38 year old male from Brockville has been charged with numerous offences including assault, utter threats, choking and carless storage of a firearm. The Brockville Police Service responded to 7 motor vehicle collisions between 6:05 pm and 7:19 pm last evening. The accidents are as follows:

6:06 pm Millwood Ave and Parkedale Ave. – 2 car MVC – No injuries – Minor Damage

6:10 pm Old Red Road – single car rollover – no injuries to adult male driver –

6:15 pm Parkedale Ave in front of mall – 2 car MVC – No injuries – minor damage

6:25 pm King Street West at Mabel St – Single car struck hydrant and house – damage to vehicle – no injuries

6:29 pm Perth St at Schofield Ave – 2 car MVC – No injuries – Minor damage

6:33 pm Centennial Rd at Kensington Pkwy – 2 car MVC – Damage to both vehicles

7:19 pm Broome Rd at Laurier Blvd – 2 car MVC – Minor damage

Weather was a contributing factor in all accidents.

On the 24th of November 2012 at 6:20 pm officers arrested a 49 year old female in order to prevent further breaches of the peace. Officers had responded on two separate occasions to a south end residence in response to numerous 911 calls. The female was released unconditionally.

Over the weekend three individuals were arrested on outstanding warrants.
• A 29 year old male from Brockville was apprehended on charges related to a domestic assault from earlier this month.
• A 31 year old male was arrested on outstanding charges from 2008 in relation to sexual assault and sexual interference.
• A 30 year old male was arrested on outstanding charges from 2009 in relation to breach of court conditions.

The three males are being held for bail and will appear in court today.

On the 24th of November at 1:40 am officers attended to a disturbance in front of the Phoenix on King Street. At this time a 36 year old male form Brockville was located and arrested for being intoxicated in a public place. He was held until sober and released.

On the 25th of November at 12:45 am a 31 year old male from Brockville was located on King Street West. The male was intoxicated and was causing problems on the street. He was arrested for being intoxicated in a public place and held until sober.

On the 17th of November 2012 at 2 am officers attended a disturbance in front of the Phoenix on King Street. A 22 year old female and 21 year old male were arrested with being intoxicated in a public place. They were held until sober and released.

On the 17th of November 2012 at 2:30 am officers observed a male attempting to commence an altercation at King Street and Victoria Ave. A 26 year old male from Brockville was arrested and charged with being intoxicated in a public place. He was held until sober and released.

On the 18th of November 2012 at 1:20 am a 15 year old male was located on James Street West. The male was intoxicated and was apprehended. He was charged with consuming alcohol and was released to a family member.

On the 18th of November at 2:30 am officers attended an altercation in front of the Phoenix on King Street. A 31 year old male was arrested for being intoxicated in a public place and lodged until sober.

On the 17th of November 2012 officers attended to Victoria Avenue in response to a drunken male. Upon arrival officers located a 20 year old male later identified as Josh MOORE of Brockville. The male provided officers with a different name and after investigation was found to be on probation. MOORE was arrested and charged with breach of probation, personation and possession of a controlled substance. During the arrest he was found to have a small quantity of marijuana. He will appear at a future court date.

On the 16th of November 2012 at 9 pm officers arrested a 45 year old male from Brockville for offences related to his spouse. The 27 year old female suffered minor physical injuries during the incident. The male is charged with 3 counts of assault, 2 counts of assault with a weapon and uttering death threats. He will appear in court today.

On the 18th of November 2012 at 2:50 am officers attended a disturbance to a local residence. At the time an investigation of domestic assault was initiated. A 40 year old female was arrested and charged with assault. She is being held for a bail hearing. No physical injuries were reported.

The Brockville Police would like to remind cellular telephone owners to lock their keypads. During the overnight period officers answered four 911 calls in which pocket dialing occurred. This type of incident ties up valuable resources. Since January 1st 2012 the Brockville Police have dealt one thousand-two hundred and forty nine 911 call hang ups. This involves pocket dialing or people dialing 911 from a payphone. In both incidents a police response is required. We are unable to determine without investigation if the call is genuine or not. In 2011 we responded to one thousand-six hundred and thirty four 911 hang ups and in 2010 we answered one thousand four hundred and four. If people learn to lock their keypad, many of these calls will not occur.

Due to the construction directly east of the CP tracks on Parkedale Avenue there will be a road closure affecting area residents. The street closure will start on Nov 26th at 730 am and run through to Nov 28th at 730 am. The closure will result in no vehicular traffic East bound or West bound on Parkedale Avenue at the CP Rail crossing.

Pedestrian traffic will be restricted to the North side of Parkedale Avenue.

This closure will cause considerable congestion and local residents are asked to plan alternate routes

The Brockville area continues along with other communities to be inundated with scams. These scams vary and it is important for you to be aware so you can protect yourself. The offences are virtually impossible to investigate as they involve hidden and untraceable internet accounts and stolen cellular telephones.

• Lottery winning scam – primarily based on the internet and asks the winner fot forward personal information. The transfer of this information then leads to identity theft and personal accounts being compromised. The site will look like a commercial internet site and appear to be legitimate. Trust the police when say “you did not win.” Do NOT send any information or reply, just delete the email.
• Kijiji site – buyers will respond to property you have for sale. They are generally larger items such as boats and cars. They will advise they have an issue with money and need you to forward some to them first in order that they can arrange transport to come and purchase your item. If they need money to get to you, they don’t have it to purchase the item. Be cautious with any on-line sale.
• Telephone Scam- a unknown caller telephones you and advises a family member or friend are hurt or they are in jail. They have personal information about you and seem legitimate. They ask you to send money as soon as possible and make arrangements for you. The personal information they have about you
• Phishing – This is an internet based fraud in which you receive an email from what you believe to be your bank. The criminals fabricate a site which looks like your banks site; however, it is not real. They may ask you to provide them with account information which they then use to access your account and empty your account. NEVER provide anyone with your account information.
• Computer repair- you receive a call advising there is a problem with your computer and the caller asks you to perform several steps on the computer while they are on the telephone with you. They are setting your computer up so they can remotely access it. They then track your use and once they obtain your account information etc. they empty your account.

These are the main scam plaguing our community at this time.

There are many scams and they are frequent. Be vigilant! Talk to your family and friends and educate them. Protect yourself!

On the 2nd of November, 2012, a member of the Brockville Police Service who was currently facing seven discreditable conduct charges as well as one insubordination Police Act charge has resigned today.

This officer cannot be named as a result of a previous Judicial Order in court.

The Brockville Police Service wishes to advise our community that November 4 to 10, 2012, is Crime Prevention Week in Ontario. This year’s theme Engaged Communities Prevent Crime is a week that is dedicated to recognizing the efforts of our police officers and to making the public aware of what each member of the community can do to reduce crime and enhance community safety.

The Brockville Police Service has a few tips for home / apartment security:
• Install your house number on the front and rear of your house and ensure they are large, visible and well lit at night.
• Trim trees and shrubs so doors and windows are visible to neighbours and from the street.
• Lock doors and windows even when you are home or working outside.
• Install a good quality security alarm system.
• Dead bolts locks with minimum 2.5 cm (1 inch) throw add 2 to 3 times the strength to doors.
• Report suspicious persons or vehicles immediately to the police.
• Get to know your neighbours
• When you are away have your home checked daily. Have light timers and mail picked up as well.
• Don’t leave your vehicle unlocked. Often cell phones, GPS units and wallets are left in a vehicle to be taken.

The Brockville Police Service in partnership with St. Lawrence College Police Foundation students are working together during Crime Prevention Week. On Halloween Night twenty-five students walked city streets helping children and watching for crime in city neighbourhoods.

During Crime Prevention Week students will be handing out Crime Prevention Cards Lock it or Lose it to citizens who leave their vehicles unlocked. We are also visiting groups this month talking about safety and crime prevention tips for homes and apartments.

On the 23rd of October 2012 at 3:30 am officers were called to assist the Brockville Fire Department at a residence on Georgina Street. A malfunction in the furnace caused smoke to fill the residence. There was no fire. BFD resolved the issue.

On the 22nd of October 2012 at 4:50 pm officers attended a residence on North Augusta Road regarding an unwanted person. Upon arrival officers were advised that an adult female was intoxicated and was refusing to leave the area until police were called. The female had left upon police being notified to attend. The female unfortunately fled on a bicycle and due to the intoxication level fell off the bike. She was not injured in the fall and was located on North Augusta Road lying beside her bicycle. She was lodged until sober.

On the 19thth of October 2012 at approximately 4:45 p.m., members of the ‘Project Islander” drug enforcement team, following an investigation into drug trafficking, conducted a search warrant at a Centennial Road (Brockville) residence. Police seized between 5 to 7 pounds of marijuana with an estimated street value of $25,000.00

59 year old male resident, Jean-Guy Hamelin, and 53 year old female resident, Leslie Empey, both of Brockville, are charged with Possession of a Controlled Substance (marijuana) for the Purpose of Trafficking.

Both are to appear on the 30th of November, 2012, Ontario Court Provincial Division – Brockville to answer to the charges.

The Brockville Police Service responded the area of Salisbury Avenue on the 21st of October 2012 at 6 am. At this time numerous reports of sheds and garages being entered and items stolen was received. While conducting the investigation officers located personal items believed to be left behind by the suspect. One item left behind is a back pack with identification identifying the suspect.

At 9:20 am Cst. Steve Rogers locates the suspect in the break, enter and thefts in the area of Brock Street and Stewart Blvd. The suspect is operating a stolen vehicle. While attempting to stop the suspect he fled at a high rate of speed from officers South on Stewart Blvd and East on Pearl Street. A pursuit is initiated and due to high speeds is quickly terminated.

On the 22nd of October 2012 at approximately 6:30 am officers responded to the area of North Augusta Road and Keefer Street with regards to a suspicious vehicle. Officers confirmed with the caller that the vehicle was in fact the stolen vehicle involved in the pursuit the day before. Officers attended the scene and at this time the occupant had left the vehicle and entered the area of Abbott Labs. The male was located trapped in a vestibule entrance. He was locked in the vestibule and was unable to flee. He was taken into custody.

40 year old Jeremy Smith of Brockville was arrested and charged with:
• Possession of property obtained by crime over 5000 dollars
• Fail to stop for police
• Dangerous Driving
• Numerous Break and Enters
• Further charges are pending as the investigation is still continuing

He will appear in bail court this afternoon.

On the 21st of October 2012 at 10:30 pm officers located 43 year old Donald ARMSTRONG on Victoria Avenue. Armstrong is bound by a conditional sentence and not to be out of his residence. He was also breaching conditions of an officer in charge undertaking. He was arrested and held for bail. He is charged with breaching an undertaking and will also be required to appear before the court for breaching his conditional sentence. He will appear this afternoon.

On the 20th of October 2012 at 3:30 am officers conducted a traffic stop on Central Avenue West. At this time the driver, 26 yr old Ken KASSENCE-KATALAYI from Ottawa was found to be suspended. He was charged with driving under suspension and his vehicle was impounded. KASSENCE-KATALAYI was also found to be in possession of a quantity of ECSTASY. He was also charged with possession of a controlled substance. He will appear at a future court date.

On the 19th of October 2012 at midnight officers attended to a suspicious vehicle complaint at the end of Central Ave West. Upon arrival a cargo van was located adjacent to Zigman Metals. The van was loaded with copper and scrap metal which was taken from Zigman’s. The occupants fled into the bush area and were not located. The vehicle was towed for safe keeping and the metal products returned to their owner. The investigation is continuing.

On the 19th of October 2012 at 9 pm officers responded to a complaint on Schofield Avenue. At this time a female was pounding on a door and refusing to leave. The 23 year old female (from Brockville) was located and found to be intoxicated. She was arrested and charged with being drunk in a public place. She was held until sober and released.

On the 21st of October 2012 at 12:20 am officers located a male lying face down on King Street West. The 47 year old male (from Brockville) was extremely intoxicated. He was lodged until sober and charged with being drunk in public place.

On the 21st of October 2012 at 1 am officers were alerted to a male singing at the front door of a residence on King Street West. The 31 year old male was unknown to the occupants. The male (from Brockville) was found to be intoxicated and was lodged until sober. He was charged with being drunk in a public place.

On the 21st of October at 2:20 am officers responded to a disturbance in the area of George Street and John Street. Several people were in the area and a 20 year old male was arrested for being drunk in a public place. He was lodged until sober and released. He was charged with being drunk in a public place.

On the 16th of October 2012 at 7:50 am a delivery truck heading for Home Hardware lost its load on Stewart Blvd. The truck was travelling North from Highway 401 and began dropping cases of nails at Chelsea Street and Stewart Blvd. The nails were roofing nails and construction spiral nails. The nails were spread from Chelsea Street to Laurier Blvd. Thanks to all the people who assisted in the clean up. Officers located the driver of the delivery truck and he was charged with having an insecure a load. The fine is 160 dollars. It is believed that 17 cases of nails were dropped.

The male indicated he was to be deported from Toronto back to his native Turkey. As a result immigration was contacted and a warrant to detain the male was received. Male Charged Following Traffic Stop and Search Warrant

On the 11th of October 2012 at approximately 5:55 p.m., members of the ‘Project Islander” drug enforcement team, following an investigation into drug trafficking, conducted a vehicle stop in the area of Chelsea Street and Stewart Blvd. Police arrested the occupants, Kurt Maloney (42 years of age) and an adult female both from the Brockville area.

Members of the Brockville Police Service Drug Unit along with The Brockville Police Emergency Response Team then executed a Search Warrant under the Controlled Drugs and Substances Act at a Kyle Court apartment a short time later as part of the investigation. Police seized a small quantity of cocaine, a large quantity of marijuana and cash, a prohibited weapon and various drug paraphernalia including scales and hypodermic needles.

Kurt Maloney is charged with Possession of a Controlled Substance (Cocaine) for the Purpose of Trafficking, Possession of a Controlled Substance (Marijuana) for the Purpose of Trafficking, Possession of a Prohibited Weapon, Breach of Weapons Prohibition, and Possession of Property Obtained by Crime. The female occupant was released unconditionally.

The accused is to appear on the 16th of November, 2012, Ontario Court Provincial Division – Brockville to answer to the charges.

Police Execute Search Warrant at South End Residence – Cocaine and Stolen Property Seized – Two Face Charges


On the 10th of October 2012 at approximately 1:30 p.m., members of the ‘Project Islander” drug enforcement team, following an investigation into drug trafficking in the area, executed a Search Warrant under the Controlled Drugs and Substances Act in the City of Brockville. Police seized a small quantity of cocaine and several thousand dollars in stolen property.

Timothy Phillips (age 42) of Brockville is charged with Possession of a Controlled Substance for the Purpose of Trafficking, Possession of a Prohibited Weapon, and Possession of Property Obtained by Crime.

Nicole Valiquette (age 25) of Brockville is charged with Possession of a Controlled Substance for the Purpose of Trafficking, Possession of Property Obtained by Crime, and Breach of Undertaking.

Both are to appear on the 9th of November, 2012, Ontario Court Provincial Division – Brockville to answer to the charges.

On the 7th of October 2012 at 2:20 am officers responded to a fight in the area of George Street at Perth Street. At this time two males were engaged in a consensual fight. A 3rd male was attempting to stop the two males from fighting. While he was doing this a 4th male entered the melee and head butted the male who was trying to stop the fight. The 4th male then fled the scene. The victim suffered a possible broken nose and damaged his teeth. A short time later 21 year old Kyle CARNEGIE from Brockville was located and arrested for assault causing bodily harm. He will appear at a future court date.

On the 1st of October 2012 at 10 pm officers were on scene at a break and enter to Colonial Flowers at 161 King Street West. While investigating the Break and Enter a report of an armed robbery at Mac’s Convenience at 250 King Street West was received. Officers immediately attended Mac’s Convenience and obtained a description of the suspect. The suspect had approached staff with an edged weapon and demanded money. Officers began a search of the area and located a suspect at King Street West and Beecher Street. Officers began speaking with the individual and observed a quantity of money in the suspects hand and an edged weapon in the suspect’s rear pocket. 37 year old Terrence Lindsey ROBERTS of no fixed address was arrested. ROBERTS was in possession of a pair of scissors which were used in the robbery. These scissors were also found to be stolen from the break and enter to Colonial Flowers. ROBERTS is facing charges of Break and Enter, Robbery and Weapons Dangerous. He will appear in bail today. No injuries were reported during the incident.

At this time a blue Chevrolet Impala was observed entering a parking lot on Garden Street. The Impala was observed striking another vehicle and then hitting a building. The driver then fled the area. At this time a 56 year old male driver from Brockville was travelling and his vehicle suffered a mechanical failure. On the 27th of August 2012 at 10:20 pm officers located two males in the area of Victoria Road and Centennial Road checking vehicles. The males fled upon police arrival into the bush. K9 was called to the scene and subsequently located 22 year old Jesse CURRAH from Brockville. Officers arrived and were confronted by a 22 year old male and 19 year old female. The male refused to follow commands of officers and attempted to engage in a physical confrontation. The male was TASERED and taken into custody. The male did not suffer any injuries. The 19 year old female then engaged officers in a physical confrontation and was taken into custody. The Brockville Police Service today announced that it is supporting a new province-wide liquor licence inspection / enforcement program aimed at creating heightened public awareness of Liquor Licence Act (LLA) inspections / enforcement and increasing licensee awareness about the responsible sale, service, and consumption of alcohol in licenced establishments.

Developed by the Ontario Association of Chiefs of Police (OACP) and the Alcohol and Gaming Commission of Ontario (AGCO), the Community Alcohol Safety and Enforcement program (CASE) will augment Brockville Police Service’s on-going inspection / enforcement efforts.

“Ensuring licenced establishments operate in a legal and safe manner is critical to creating safe environments and promoting community safety,” said Chief of Police John Gardiner. “Our police service already works closely with the AGCO year round. During this one week campaign beginning August 27, we will be looking for such infractions as serving minors and permitting disorderly behavior – things that put public safety at risk in licenced establishments.”

Key components of CASE include:

• Promoting public safety and enjoyable licenced establishments for the entire community

• Heightened inspections and enforcement activities by uniform officers

• Focusing inspections and enforcement on five key areas: (1) serving a minor, (2) intoxication, (3) permitting of disorderly behaviour on premise, (4) overcrowding, and (5) after hours service

• Ensuring reporting by police of any and all enforcement and relevant information in a timely manner to the AGCO

• Promoting accountability by all license holders to operate in a legal and safe manner

The provincial CASE program will consist of two one-week campaigns every fall and spring, with a focus on the lead-up to back-to-school and the patio/boating season respectively.

On the 6th of August 2012 at 1 pm officers attended to the Travel Lodge in response to a male refusing to leave. Upon arrival a 38 year old male with no fixed address was located. The male was intoxicated and refused to leave after being requested to do so. He was charged with trespassing under the Trespass to Property Act and removed form the area.

On the 6th of August 2012 at 5:20 pm officers responded to a reports of a male refusing to leave the Keystorm pub. A 58 year old male from Augusta Township was arrested for being intoxicated in a public place and lodged until sober.

On the 7th of August 2012 at 3:40 am officers responded to a complaint of a suspicious person on Buell Street. Officers attended and observed a female attempting to gain access to a residence via a basement window. The female fled from police and a short foot pursuit ensued. Chelsea TOWE – 19 yrs of age – from Brockville was arestyed and charged with forcible entry and mischief. She was released with several conditions and a future court date.

A male had fallen and suffered a fractured ankle requiring evacuation form the Island. The Brockville Police supplied a marine operator and the police boat and attended along with paramedics. Assisting with the inspections were members of the Alcohol and Gaming Commission and the Brockville Fire Department. On the 9th of June 2012 at 1145 pm damage was done to a fence in the area of Alwington Street. Reports of a break in to shed and theft were also reported at a second residence. Officers attended the area and located 20 year old Randy Peters and 19 year old Marc Brunet (both from Brockville). Both males were charged with theft, mischief and trespass by night. Several other mischief’s were reported in the area and officers are continuing the investigation. They will appear at a future court date

On the 8th of June 2012 at 6:45 pm officers attended to 23 King Street West with regards to an assault. Upon arrival officers located and arrested Robert Marleau (64 years of age from Brockville). Marleau was arrested for assault and subsequently released with conditions and a future court date. It is alleged that Marleau assaulted an adult male who suffered minor injuries.

On the 9th of June 2012 at 2:30 am officers responded to Courthouse avenue in response to an altercation. Upon arrival a 32 year old male from the Brockville area had suffered a head injury. The male was transported to Kingston General Hospital. 20 year old Mitchel Gainford has been charged with aggravated assault. He will appear in court at a future date.

On the 28th of May 2012 at 8:15 pm officers attended to reports of a disturbance in the area of Victoria Avenue. Upon arrival officers were advised that several males were having a verbal disagreement in the area but they had left prior to officer’s arrival. Over the next several hours’ officers responded to reports of disturbances on Church Street and at two locations on Perth St which resulted in a broken window at a residence. It is unknown if these disturbances were all the result of the same people.

As a result Trevor Monether (28 Years of age from Brockville) was arrested and charged with:
• 2 x Breach of Recognizance
• 1 x Breach of Undertaking
• 1 x Cause a Disturbance by Fighting

He is being held pending a bail hearing and the investigation is still continuing.


On the 28 May 2012 at 7:10 pm officers responded to another disturbance on Louis Street . At this time reports of males being involved in a verbal altercation were received. This matter is still under investigation and no charges have been laid.



On the 28th of May at 9:50 pm officers responded to a dispute taking place at the Tim Horton lot on Jefferson Dr. At this time damage to a vehicle had taken place as a result of an ongoing feud. On Monday the 21st of May, 2012 at 2 am, an unknown male attended to a south end residence and knocked on the door. The female occupant answered the door and the male demanded to speak to another male. He was told that he had the wrong residence and that nobody by that name lived there.

The suspect produced a fire extinguisher and sprayed the victim in the face before fleeing. The victim was taken to hospital by ambulance, treated and released.

The suspect is described as 19-22 years of age, 6 feet tall, tall and skinny with short dark hair. He was wearing long shorts, a red basketball jersey with a number on the front (possibly #41) and a flat peak baseball cap. The male was under the influence of alcohol and police believe he was drinking at a downtown bar prior to the incident.

He is charged with 2 counts of breaching a recognizance, 2 counts of breaching an officer in charge undertaking and 3 counts of breaching his probation. He is being held for bail.

On the 21st of April 2012 at 12:20 am officers responded to a disturbance at Raxx Bar on Chelsea Street. At this time a 20 year old male form the Brockville area was being held by staff. The male was intoxicated and causing problems. He was arrested fro being drunk in a public place and lodged until sober.

On the 21 April 2012 at 1:30 am officers responded to a fight at King Street West and Buell Street. At this time there were people located who had been involved in an altercation. Jason REUVERS 22 years form the Brockville area was arrested and charged with 3 counts of Breach of Probation and 2 counts of breaching an officer in charge undertaking. On the 22nd of April 2012 at 2 pm officers responded to the area of Hastings Street with regards to reports of a male disturbing other tenants in a building. The male was in the hallway knocking on apartment doors and was located by police. A 63 year old male was arrested for being intoxicated in a public place and was held until sober.

On the 29th of March 2012 at 4:30 pm officers responded to a commercial premises on Parkedale Avenue with regards to an intoxicated male. Upon arrival officers located a 72 year old male who was intoxicated and unable to care for himself. He was arrested for being drunk in a public place and held until sober.

On the 30th of March 2012 at 1 am officers responded to the Phoenix in responmse to a fight. Upon arrival officers located two males who had been involved in an altercation. 24 year old Matthew DEEKS of the Brockville area was arrested and charged with 2 counts of breach of probation. A 32 year old male was also arrested for being drunk in a public place and lodged until sober. DEEKS suffered injuries in the altercation and was treated for minor injuries at BGH.

Officers then responded back to a second fight at the Phoenix at 2:30 Am. A 27 year old male and 34 year old male were arrested for being drunk in a public place and lodged until sober. No injuries were reported.

On the 13th of March 2012 at 1:15 pm officers responded to disturbance on Kensington Pkwy in the City of Brockville. At this time a 17 year old male was taken into custody for mischief. The male had become involved in an argument with his girlfriend and damaged some property in their residence. He was released with several conditions and a future court date. No injuries were reported in the incident.

On the 22nd of February 2012 at 12:00 pm officers responded to a complaint of a suspicious person. Two students indicate that they were walking back to school after their lunch break and a male in a green van stopped and asked if they would like a ride. They declined and the male rolled up his window and departed. The students were walking South on the West side of Stewart Blvd crossing Hwy 401 when this occurred. The vehicle is described as a green van,which was dirty. The male driving is described as middle aged, overweight and bald. On the 18th of February 2012 at 11:40 pm officers responded to an address on Pearl Street regarding a male and female yelling. Upon arrival officers entered the residence and found a 51 year old male and a 60 year old female arguing and yelling and screaming at each other. Attempts to resolve the disturbance were unsuccessful. As a result the male was arrested and held until sober. He was released unconditionally.

On the 14th of February 2012 at 5:20 pm officers with the Brockville Police arrested 18 year old Matt Millette of Brockville on Park Street. Millette had obtained a cellular telephone which had been reported lost or stolen earlier in the day. Millette had contacted the owner of the phone demanding money in order to have the telephone returned. Officers located Millette and arrested him for having stolen property in his possession. He will attend court on March 30th 2012.

The initial results are in regarding the efforts of the Brockville Police to enforce and educate the public regarding Distracted Driving for the month of January. Members of the Brockville Police Service stopped 46 vehicles during the month for the specific infraction of operating a motor vehicle while using a cellular telephone. It is clear that that the message of driving hands free is being left in the “inbox.” People do not seem to be getting the message. Please keep our roads safe and go hands free. Officers will continue to enforce the legislation while focusing on red light offences for the month of February.

On the 9th of February at 2 am officers responded to a residence on Jessie Street with regards to a sudden death. Upon arrival a 52 year old male was located deceased and an investigation under the coroners act was initiated. At this time foul play has been ruled out and the cause of death is being determined. A post mortem examination is scheduled in Kingston this afternoon. The name of the deceased is not being released at the request of the family. The investigation is continuing.

At this time he was found to be breaching conditions of his release for other charges. He was arrested and charged with 2 counts of breaching his recognizance. Officers responded to a Charles Street residence and during the investigation located Kevin Yateman (33 yrs) of the Brockville area. The Brockville Police Service has teamed up with Scotiabank and several other organizations in order to bring a Muchmusic Video Dance to Brockville. The dance is being held at TISS on the 17th of February 2012 from 7pm until 11 pm. Grades 6,7 and 8 from area schools have been invited to participate and raise money for the event. All funds raised go directly to the Rotary Park Revitalization Project. Scotiabank has agreed to match monies raised up to five thousand dollars. Mac’s Convenience has provided 2 – Ipad2 for the two top fundraisers as well as donating snacks and drinks to be sold at the event. The Rotary organizations of Brockville and the 1000 Islands has assisted by covering the cost of Muchmusic to attend. Lance at the Copy Shop in Brockville donated all the pledge forms which students will use to raise money for the event. The Brockville Police Association and the Brockville Police Athletic Association have both donated to the event as well. Many local businesses have donated prizes to be raffled at the event and the Ottawa Senators have provided some signed memorabilia.

“The efforts and support from the community are amazing in relation to this event. The kids are being given an opportunity to do their part in raising money for this community project. On the 2nd of February 2012 at approximately 2 pm members of the Joint Force Drug Unit – Project Islander – executed a search warrant at an apartment on Salisbury Drive in Brockville. The search warrant was in relation to an investigation under the Controlled Drugs and Substances Act. A 22 year old male from the location was arrested and charges are pending. A significant quantity of marijuana was seized along with suspected stolen property. The investigation continues and the adult male is currently in police custody.

On the 31st of January 2012 at approximately 9 pm officers responded to the area of King Street West in relation to a robbery. At this time a 59 year old male from Brockville reported that he had been assaulted and robbed of some property. The victim suffered facial injuries in the assault which required treatment at BGH. The victim was treated and released. Investigation revealed the suspects identity and at approximately 12:30 am on the 1st of February the male was located on King Street West. Craig CASSIBO – 27 years – of Brockville has been charged with Assault Causing Bodily Harm, Robbery, 3 x Breach of Undertaking and Breach of Probation. He was held in custody.

On the 28th of January 2012 at approximately 10:30 pm a vehicle was observed travelling North on Windsor Drive at a high rate of speed. Cst. Jamie Garvin conducted a traffic stop and observed the adult male driver top be intoxicated. The male was charged with impaired driving, driving while over .08 and possession of a controlled substance. The male was found to have a quantity of marijuana which prompted the possession charge. He was released with a future court date. The male is from the Brockville area.

On the 25th of January 2012 at approximately 6:30 pm officers attended to the area of Casual Living on Stewart Blvd. At this time a theft was reported. A piece of furniture had been left in close proximity to the location of Stewart Blvd and Brock Street. Unknown suspects attended and removed the item. It was a large item which would require a larger vehicle. The item was valued at approximately 1200.00 dollars. The Brockville Police Service is warning the community of a telemarket scam in which the callers ask you to allow them to remotely access your computer in order to fix a computer virus. The callers will indicate that they work for Microsoft or another computer organization. They will indicate that your computer is infected with a virus and if you follow their directions they can remotely go in and remove the virus. They are really getting access to your computer in order to access your passwords and banking information. Please do not provide any information over the telephone to anyone. It appears the fraudsters are using the telephone book as their guide and numbers of people have already received calls.

At this time a 25 year old female was located and she had in fact been struck by a vehicle. The female was transported to BGH with non-life threatening injuries.
