Weekly Police Report
During the week ending December 19, 2005, members of the Brockville Police Service attended to a total of 204 incidents. Six criminal code charges were laid for various criminal offences. Officers investigated nineteen motor vehicle collisions with no serious injuries reported. With the Christmas Holidays upon us, members of the Brockville Police Service would like to take this opportunity to wish everyone a very Merry Christmas and a happy and safe New Year. Our officers will be conducting the R.I.D.E. program during the holidays, so again, we ask that if you are planning on drinking, please DON'T DRIVE. Also, if you are planning on going away to visit family ensure you advise your neighbour of your whereabouts should an emergency arise. Also have them take care of your newspapers, mail, etc. so the house is looked occupied at all times.

Press Release
On the 12th of December, 2005, members of the 'Project Islander' drug enforcement team executed two search warrants on two Broad Street apartments in the City of Brockville. At approximately 10:30 pm, officers from Project Islander along with the Brockville Police Service Warrants Services Unit, attended the apartments and located a large quantity of cocaine, marihuana and illegal cigarettes along with over $11,000 in cash. The combined street value of the drugs is estimated to be in excess of $19,000. Michael Dibble (age 23), Christopher Charles Moore (age 25), Ian Ballentyne (age 23), Ryan Ballentyne (age 20) and Derek Steenwyk (age 24) all of Brockville are charged with Possession of a Controlled Substance for the Purpose of Trafficking, Possession of Illegal Cigarettes, and Breach Probation Charges. all are to appear in Ontario Court Provincial Division - Brockville on this date to answer to the charges.

Weekly Police Report
During the week ending December 12, 2005, members of the Brockville Police Service attended to a total of 189 incidents. Ten Criminal Code charges were laid during this time period for various criminal offences as well as 25 Highway Traffic Act charges and five liquor licence act charges. Officers investigated twenty-one motor vehicle collisions with no serious injuries reported. Over 100 vehicles were ticketed and several vehicles towed as a result of parking on city streets contrary to the overnight parking ban. Tickets will be issued and vehicles towed between the hours of 2am and 7am if vehicles are parked on city streets as these vehicles hamper the efforts of snow removal crews. On Friday morning at 00:25 hours, a 34 year old male was arrested for failing to stop for police, dangerous driving, driving while prohibited and impaired driving. The driver was attempting to evade police by fleeing through several south-end streets before he was apprehended.

Weekly Police Report
During the week ending December 5, 2005, members of the Brockville Police Service attended to a total of 271 incidents. Twenty-seven Criminal Code charges were laid during this time period for various criminal offences. Officers investigated 31 motor vehicle collisions with no serious injuries reported. Most of the collisions were as a result of the road conditions due to our latest snowfall. Motorists are reminded to drive with caution and to ensure that their windows are all clear prior to starting for their destination.

After an investigation involving the disappearance of a fur coat from a United Way Charity Auction held on November 12, 2005, at the 1000 Islands Mall, Joanne Langille, 48 years of age of Brockville has been charged with one count of fraud under $5,000. Anyone with information regarding this incident is asked to contact Detective Constable Ladouceur at the Brockville Police Service at 342-0127, ext 4224.

Weekly Police Report
During the week ending November 28, 2005, members of the Brockville Police Service attended to a total 191 incidents. Nine Criminal Code charges were laid for various offences. With the season's first snowfalls this week, officers were required to investigate 31 motor vehicle collisions. With the winter driving conditions upon us, motorists are encouraged to reduce speeds and drive according to weather and road conditions. On November 21, 2005, a 2004 Chevrolet Avalanche was stolen from the lost at the Thousand Islands Secondary School The pick-up is solid back in colour with a gray leather interior, bearing Ontario Licence plate #KAIZEN. Also taken with the truck was a duffle bag containing curling equipment, a JVC digital camera and a men's 2004 Memorial Golf Tournament ring. Also on November 21, 2005, a 14 year old female was followed by a male subject from the area of the Brockville Shopping Centre to Parkedale Avenue, where he assaulted the female youth. The 50-year old male was apprehended by Brockville Police shortly afterwards and charged with assault.

Weekly Police Report
During the week ending November 21, 2005, members of the Brockville Police Service attended to a total of 196 incidents. Twenty-two Criminal Code charges were laid for various criminal offences. Officers investigated eleven motor vehicle collisions with no serious injuries reported. Officers were also busy investigating five sudden deaths, which occurred throughout the City during this time period. At the time of this press release, officers are protecting the scene on Central Avenue West where on Sunday, November 20, 2005, at 2:35 pm, a male person in his late 50's was found deceased in an area alongside the fence to Zigman Metals. Officers will remain at the scene until we receive results of an autopsy which will be conducted today in Kingston. Foul play is not suspected at this time.

As a result of our investigation into the robbery of Mac's Milk in the morning of October 31. 2005, with the assistance of the Ontario Provincial Police, Derek Letourneau, 19 years old of 104 Salisbury Ave., Brockville, was arrested on Monday, November 14, 2005 at an undisclosed location in Brockville and is facing the following charges: - 3 counts of Robbery - 3 counts of Wearing a Disguise - 2 counts of Pointing a Firearm - 1 count of Discharging a Firearm He is also charged with possession of stolen property as a result of a break and enter to Hengeveld's Grocery Store on Perth Street. Also charged are two Young Offenders with the same charges. All three are presently in custody. Our investigation is continuing.

Weekly Police Report
During the week ending November 14, 2005, members of the Brockville Police Service attended to a total of 239 incidents. Twelve Criminal Code charges were laid for various criminal offences. Overnight of November 11 / 12, officers were busy investigating break and enters to businesses in the downtown area. Shoppers Drug Mart, 126 King St. West had the glass broken in the west door; The Toy Trunk, 32 King St. West has a rock thrown through the front door; Pauline's Lingerie, 156 King St. West had the glass broken in the front door. Investigation is continuing with regard to these noted break and enters and anyone with any information is asked to call the Brockville Police Service at 342-0127. The Brockville Police Service in an effort to reduce speed within the City has taken a pro-active role in assigning a police vehicle at various locations with the 'Speed Check' sign. This will advise motorist of the speed they are traveling at and maybe prevent them from being issued a speeding ticket. Be aware - just because you see the 'Speed Check' vehicle doesn't mean there is not a radar vehicle in the immediate vicinity so correct your speed as you see it on the 'Speed Check' signs.

At the 2005 Canadian Injury Prevention and Safety Promotion Conference in Halifax, the Safe Community Coalition of Brockville & District was awarded the National Award of Excellence for communities with populations under 50,000, as well as a cheque for $1,500, by the Safe Communities Foundation. The Safe Community Coalition of Brockville & District is entering its 10th year next April and, to date, has received the Award of Excellence 5 times in addition to the Founders Award presented last year. Brockville was the pilot and first designated Safe Community in Canada and, in 2001, was the first in Ontario and only the fourth in North America to become a World Health Organization designated Safe Community. Weekly Police Report
During the week ending November 7, 2005, members of the Brockville Police Service attended to a total of 271 incidents. Twenty-five Criminal Code charges were laid for various criminal offences. Officers investigated nineteen motor vehicle collisions during this time period. On November 4, 2005, at 6:13 pm, a call was received with reference to a pedestrian being hit by a train at the Bartholomew Street crossing. Paul Baker, 53, from Brockville was transported to the Kingston General Hospital with major injuries sustained by being struck by an eastbound train traveling in the south track. Investigation is continuing as of Monday, November 7, 2005. Mr. Baker remains in the ICU of the Kingston General Hospital and his condition is listed as "Guarded". Police would be interested in speaking with anyone who may have seen Mr. Baker on Friday or with any additional information which would be of assistance. Please contact Det. Paul Ladouceur, Brockville Police Service at 342-0127. On November 7, 2005 at 2:45 am, officers attended to a complaint received with reference to two male persons entering vehicles on the parking lot at 10 Glenwood Place. Investigation revealed numerous vehicles had sustained damage and as well some property has been recovered by the police. Anyone with property missing is asked to contact Constable Patti Murphy or Constable Mark Heffernan on Wednesday, November 9, 2005 to retrieve their property. Also on November 7, 2005 at 3:20 am, officers attended to an alarm sounding at the Brockville Bowling Centre on Osment Place. Upon their arrival the glass door had been broken. Weekly Police Report
During the week ending October 31, 2005, members of the Brockville Police Service attended to a total of 216 incidents. Sixteen Criminal Code charges were laid for various criminal offences which included two people arrested and charged with impaired driving. Officers investigated thirteen motor vehicle collisions with no serious injuries reported. On October 30, 2005, at approximately 2:00 am, officers attended to a residence on James Street with reference to a male person being stabbed. As a result of their investigation Kathleen Watson, 20 years old, has been charged with attempt murder. The victim is in Kingston General Hospital with non-life threatening injuries. Both parties are known to each other. Investigation is continuing. On October 30, 2005, at approximately 2:50 am, officers attended to a robbery at Mac's Milk convenience store at 329 Stewart Blvd. Three male persons entered the store with masks on and carrying a baseball bat and removed an unknown quantity of cigarettes. No injuries were sustained by the male clerk who was working. A short time later the Mac's Milk store in Prescott was also the target of a robbery and it appears to be a link in both. Officers are continuing their investigation. Overnight on Halloween extra patrol officers along with the amateur radio club members and students from St. Lawrence College patrolled the City streets resulting in no major damage being done.

On October 19, 2005, at 5:30 pm, Brockville Police Service Marine Unit responded to concerns from citizens of a windsurfer in trouble. The Brockville Police boat was dispatched to assist the surfer. The windsurfer managed to make it to shore on his own without police assistance. When taking to the water at anytime, it is important to ensure you have all your safety equipment. It is also important to tell someone on shore what your plans are. During the fall season, there are fewer boats on the water which means there are fewer opportunities for a passerby to help out a boater in trouble.

Overnight October 18/19, a residence at 53 Vanier Drive had its detached garage and garden shed broken into. Brockville Police are continuing the investigation using the Ident Unit. Brockville Police are also investigating an incident which occurred overnight at Korim's store on Centennial Road. The business reported a window screen cut but no entry gained to the store. At approximately 2:40 am, on October 18, 2005, two males smashed a front window of the business and fled the scene when the alarm sounded. Weekly Police Report
During the week ending October 17, 2005, members of the Brockville Police Service attended to a total of 221 incidents. Twelve Criminal Code charges were laid for various criminal offences. Four persons were arrested and charged under the Liquor Licence Act for public intoxication. Officers investigated ten motor vehicle collisions with no serious injuries reported. On October 16, 2005, Brockville Police investigated a fire that was reported in a small bus at 1201 California Avenue. The bus was parked on private property. A small fire was extinguished by the Brockville Fire Department. A witness observed a vehicle flee the scene. The fire is being treated as suspicious and continues to be under investigation by the Brockville Police Service. On October 16, 2005, at approximately 4:30 am, a residence at 27 Orchard Street was broken into. Two males were observed at the house by the homeowners who were awakened from sleep by the suspects breaking into the house. The males are described as late 30's/early 40's, 6 feet tall, weighing 180 - 190 lbs, wearing beige pants and beige sweatshirts. During the week ending October 10, 2005 members of the Brockville Police Service attended to a total of 243 incidents. Twelve Criminal Code charges were laid for various criminal offences. Six persons were arrested and charged under the Liquor Licence Act for public intoxication. Officers investigated seven motor vehicle collisions with no serious injuries reported. On Friday, October 7, 2005, officers conducted a RIDE program as part of Operation Impact, resulting in 200 vehicles being stopped, 3 roadside screening device tests, 1 12-hour suspension, 1 liquor charge and 2 drinking offences. From Friday, October 7 to Monday October 10, 2005 a total of forty-four Highway Traffic Act charges were laid for various offences.

Every year, peace officers from across Canada congregate in Ottawa to honour their fallen comrades at the Police and Peace Officers' National Memorial Day Service on Parliament Hill. This year, representatives from the law enforcement community are coming together and participating in the 2005 Inaugural National Peace Officers' Memorial Run to coincide with this event. On Thursday, September 22nd, 2005, at 8:30 a.m., members of the Law Enforcement community will kick off the National Peace Officers' Memorial Run on the grounds of the Ontario Police Memorial at Queens Park in Toronto. This inaugural event will see peace officers run a total of 460 km over three days, as they make their way to the Canadian Police and Peace Officers' Memorial on Parliament Hill in Ottawa. The run will coincide with the annual Canadian Police and Peace Officers' Memorial Service being held in Ottawa on Sunday, September 25th, 2005. Every step of this 460 km, three day run, is in memory of those peace officers who have made the ultimate sacrifice. They are our heroes. We shall not forget them. This momentous occasion will generate awareness for the Police and Peace Officers' National Memorial Day Service on September 25th, 2005. The organizers intend to promote an event which will demonstrate support and gratitude to our country's Peace Officers and foster a camaraderie that transcends jurisdictional, professional and community boundaries. A core group of twenty-four runners from the Peel Regional Police running team, The Peel Pacers, will cover the entire 460 kilometres of the route. They are encouraging peace officers and citizens from across the country to join them, along the route, to either run with them or show their support by cheering on the group as it passes through their community. The runners will leave the Ontario Police Memorial at Queens Park in Toronto at 9:00 a.m. on Thursday, September 22, 2005, and will travel eastbound along Queen Street and Kingston Road to Highway 2. They will finish the first day of the run in Cobourg at approximately 6:30 p.m. at the Chris Garret Memorial Park on Birchwood Trail. The run will start again at 7:00 a.m. on Friday, September 23rd, and continue eastbound on Highway 2 through communities such as Trenton, Belleville, Kingston and Gananoque before finishing at 7:00 p.m. on the western edge of Brockville. Day three of the run will commence at 8:00 a.m. and again travel eastbound on Highway 2 through Brockville and Prescott before turning north on Shanley Road in the village of Cardinal. From here the runners will travel to Ottawa, arriving at the Canadian Police and Peace Officers Memorial on Parliament Hill at approximately 3:00 p.m. Members of the Brockville Police Service will join members of the Peel Regional Police in their run from the Lyn Road to Grenville Christian College at 8:00am. Twenty-one Criminal Code charges were laid for various criminal offences and included 4 people arrested and charged with impaired driving Officers investigated ten motor vehicle collisions with no serious injuries reported. Officers are presently investigating a break and enter to Computer Liquidators at 163 Ormond Street. No further information is available at this time as to quantity and value. With the chidren back to school, this week the Brockville Police Service will be conducting an "All Hands On Deck" traffic incentive will focus on our Safe Community Zones in an effort to educate the public early into the school year.

Brockville Police Service have noticed an increase in the operation of electric motorized scooters or pocket bikes being operated in the City. These scooters / bikes are prohibited on all highways in the Province of Ontario and are subject to a fine of $5,000 under the Compulsory Automobile Insurance Act. They cannot be registered with the Ministry of Transportation due to the requirement of the Highway Traffic Act and the federal Motor Vehicles Safety Act which prohibits the owners of having them insured. Therefore, anyone found riding one of these scooters / pocket bikes could be charged with various offences which could amount to big dollars.

During the week ending August 29, 2005, members of the Brockville Police Service attended to a total of 261 incidents. Seventeen criminal code charges were laid for various criminal offences, three drug charges and fifteen liquor licence act charges were also laid. Officers investigated 12 motor vehicle collisions with no serious injuries reported. Over the weekend officers investigated several incidents of mischief to homes in the southeast area of the City. Reports of a dark coloured truck driving the streets with the occupants shooting paint balls at the homes. This is just not an act of mischief but serious injury can result. We have one week before area schools re-open so a reminder to motorists to be cautious not only in school zones but throughout the City.

Weekly Police Report
During the week ending July 25, 2005, members of the Brockville Police Service attended to a total of 266 incidents. Eighteen Criminal Code charges were laid for various offences. Two motorists were charged with impaired driving. Officers also gave out 77 Provincial offence tickets. There were 25 motor vehicle collisions investigated, none with serious injuries. During the night of July 19, unknown suspects gained entry to a Brock Street address. A Sony digital camera and a small amount of beer was stolen. Also, on Brock Street the next night a home was entered and the culprits made off with a Dell laptop computer. As a result of numerous recent break and enters, Brockville Police were conducting surveillance during the nights of July 21 - 22. Police observed a 16 year old male youth travelling through the yards on Maple Street at approximately 3:50 am. The youth was apprehended and as a result of the investigation was charged with several Criminal Code charges including one count of break and enter.

During the week ending July 18, 2005, members of the Brockville Police Service attended to a total of 273 incidents. Twenty-one criminal code charges were laid for various offences including one impaired driving, one 12-hour driving suspension was also issued. Eight motor vehicle collisions were reported, none with serious injuries. At 11:50 pm, on the 16th day of July, 2005, a Hartley Street resident reported an unknown person on his property. Officers attended and with the assistance of the K-9 unit, were able to apprehend three male youths. The investigation resulted in one of the youths being charged with trespass by night and failing to comply with the conditions of his probation. On the 18th of July, 2005, at 2:30 am, Cst. Darlene Reilly stopped 2 male youths in the area of Central Avenue and Park Street. The youths were found to be carrying cans of spray paint. Further investigation revealed that they were responsible for spray painting graffiti at 2 locations in the Coty. The two youths were arrested in relation to the incidents. The investigation is continuing.

Weekly Police Report
During the week ending July 11, 2005, members of the Brockville Police Service attended to a total of 289 incidents. Seventeen criminal code charges were laid for various criminal offences, which included two people arrested and charged with impaired driving. Officers investigated 14 motor vehicle collisions with no serious injuries reported. On Saturday, July 9, 2005 in the afternoon, Cst. Andrew Harvie observed a vehicle on King Street West and Sherwood Street which had been in a high speed chase with the O.P.P., west of the City. Constable Harvie attempted to stop the vehicle but the driver fled at a high rate of speed eastbound on King Street. Due to the time of day and for safety of our residents the chase was terminated. The vehicle was later picked-up by the O.P.P. east of the City. POOL SAFETY TIPS: This weekend a 7 year old child nearly drowned while swimming with friends at a pool party in Ottawa. The Brockville Police Service would like to remind all parents to supervise youngsters at all times. Some of the best tips are: 1. Ensure visitors know the pool rules 2. Always supervise, especially your children 3. Keep safety equipment nearby 4. DO NOT use toys for support, e.g. floaties, pool noodles 5. NEVER dive into an above ground pool 6. Be sure to lock backyard gates and remain vigilant. In the Ottawa incident, a former lifeguard helped to save the child's life by performing CPR. Community Safety Officer Sgt. Doug Locke encourages parents to take first aid and CPR. This can be taken at St. John's Ambulance and the Red Cross.

Weekly Police Report
During the week ending July 4, 2005, the members of the Brockville Police Service attended to a total of 315 incidents. There were 18 criminal code charges laid including one impaired driver. Three (3) charges under the controlled drugs and substances act were laid. There were also 45 Provincial offence tickets issued. Thirteen (13) minor motor vehicle collisions were investigated. The Brockville Police Marine Unit was out over the weekend and issued 10 warnings for various offences. As well, two charges were laid under the Canada Shipping Act regulations. Four (4) Toyota vehicles which were reported stolen earlier in the week from 1000 Islands Toyota were recovered in Laval, Quebec. The vehicles are being transported back to Brockville and the investigation is continuing. There were no major calls as a result of the Riverfest activities this weekend.

All members of the Brockville Police Service are undergoing a special one day training at the Thousands Islands Secondary School to enhance their ability to respond in the event of a serious incident. Two members of the police service have received specialized training in order to set up scenarios which have occurred in school facilities across North America and to demonstrate best how police and school officials can respond. Initially, copies of floor plans of each school in Brockville were obtained, however, it is only through realistic scenarios and role playing that police officers can be best prepared to deal with the unimaginable. Chief Barry King stated: "Our responsibility is to be prepared to cope with the unexpected and while we certainly do not anticipate incidents in Brockville, we must ensure our training allows us to be better prepared in line with our responsibilities for safe schools and safe communities." Throughout the year, refresher training will occur at various school facilities within the City so that we are familiar with the principals and staff of individual schools. This co-operative initiative is simply a furtherance of the partnerships we have with our school boards and local schools and through this training we can learn from each other as we continue to work together to make Brockville the safest community in which to live, learn, work and play.

The Brockville Police are currently investigating an assault on a fifteen year old female on the bike path between Perth and Brock Streets which occurred yesterday between 4:00 and 5:00 pm. The female was walking southbound on the bike path approaching the bridge under the CNR tracks when she passed an unidentified male who was smoking a cigarette. The female victim was then grabbed from behind and thrown to the ground. She then struggled with her attacker and managed to escape. The victim suffered injuries to her rib, head and neck areas. She fled from the area towards Perth Street where she managed to seek help from two unidentified citizens who called her family to pick her up. Police would like to speak to these citizens as soon as possible. The suspect is described as being in his thirties, slender build with broad shoulders, a goatee, dark coloured hair with a noticeable scar on his jaw, light complexion, approximately 5'7" to 5'10". He was last seen wearing an orange oversized t-shirt, light coloured capris length jeans, sandals. The suspect may also have suffered a bloodied nose during the altercation. Investigators would be interested in speaking with anyone who was in this area between 4:00 and 5:00 p.m. yesterday or may have any information which would assist this investigation. Over the past two months, the Brockville Police Service have noticed a large increase in the number of graffiti incidents within the City. Several businesses and homes have been targeted with subjects using spray paint to write various names and slander. The Brockville Police Service will be taking a "ZERO TOLERANCE" approach to these actions. On June 20th, 2005, police arrested one 18 year old male who will be facing at least nine charges of mischief in relation to graffiti. Police anticipate further people will be arrested and charged as their investigation continues. Police are asking members of the public to report any incident of graffiti immediately, and anyone with information is asked to contact Detective Paul Ladouceur of the Brockville Police Service at 342-0127, ext 4224.

Weekly Police Report
During the week ending June 20, 2005, members of the Brockville Police Service attended to a total of 291 incidents. There were twenty-three criminal code charges laid including one impaired driver. There were also forty-six provincial offences tickets issued. Fifteen minor motor vehicle collisions were investigated. On Saturday, June 18, 2005, two officers conducted a RIDE program, stopping 113 vehicles. No drinking and driving charges wee laid, one 12 hour suspension was issued. Also, on Saturday, the Brockville Police Marine Unit was on the water at the Dragon Boat Races. Police are investigating a break and enter to Berry's Pet Food at 241 Park Street, Brockville. During the night of June 13, 2005, unknown suspect(s) gained entry to the store by damaging the front window. An undisclosed amount of cash was taken from the petty cash. On June 16, 2005, police responded to a fire at 50 Sherwood Street in Brockville. The house sustained extensive damage. The cause of the fire is still under investigation.

Safe Boaters Responsibilities: As a boater you are responsible for equipping yourself for operating your boat safely, and for ensuring the safety of those on board. Operators and /or owners of pleasure crafts that do not comply with Canadian law and regulations could be subject to penalties or fines. Speeding offence - all vessels within 30 metres of shore must travel 10 km/h or under. This is outlined in the Collision Regulations. The offence “careless operation of a vessel” is part of the Small Vessel Regulations. This means no person shall operate a small vessel in a careless manner, without due care and attention or without reasonable consideration for other persons. Operator Competency Cards - all operators born after April 1, 1983, require this card. All operators mush have an Operator Competency Card before September 15, 2009. The Brockville Police Service has a zero tolerance when it comes to people not having a Canadian approved personal floatation device or life jacket. This equipment must fit and be in good condition. This fine is $200 for each violation. The Canadian Coast Guard recommends that boaters take a boating safety course. The Brockville Police Service are attempting to educate the public as they see an increasing number of motorists not conforming to the Act. Did you know, the public should be aware that the vehicle's plates identify their vehicle, and a front and rear plate are to be clearly displayed. Plate covers with any type of tinting is illegal as this takes away from the colour characteristics and reflective properties of the plates. Plate holders that obstruct the province and or validation are also illegal. People using pressure washers to clean their plate causing the alpha and numerical characters to fade also are in contravention. Weekly Police Report
During the week ending June 13, 2005, members of the Brockville Police Service attended to a total of 298 incidents. Twenty-four criminal code charges were laid for various criminal offences including 3 people arrested and charged for impaired driving. Officers investigated 15 motor vehicle collisions with no serious injury reported. Over the past weekend our Marine Unit conducted checks on our water resulting in two liquor licence act charges being laid and one charge under the small vessel act. Twelve vessels were stopped and 4 warnings issued. Sometime overnight on June 10, 2005, a 1987 Mazda pick-up truck was stolen from 35 Bethune Street in Brockville. The truck was located on June 11, 2005, in the bush area at the west end of Central Avenue. During the night on June 11, 2005, $1,400 worth of musical equipment was stolen from the Celtic Festival. A three wheel ATV was stolen from the fenced backyard of 118 Church Street in Brockville during the night of June 12, 2005. The three wheeler has an approximate value of $1,000.

King, OOM, Chief of Police in Brockville, Ontario, has been re-appointed for another three years as Chair of the Board of Directors of the Canadian Centre on Substance Abuse (CCSA), Canada's national addictions agency. The Governor-in-Council appointment became effective May 18, 2005. CCSA also announces the appointment of Roger D. Landry, CC, OQ, CD to the Board as a member at large. Chief King has been Chair since November 1, 2001, and first joined the Board in October, 1998. His 43-year career includes 18 years as Chief of Police in Brockville and Sault Ste. Marie, 18 years with Peel Regional Police (Superintendent) and service with the Ontario Provincial Police and the Canadian Forces Military Police. In 2003, Chief King was named an Officer of the Order of Merit of the Police Forces by Her Excellency the Governor General and was also awarded the Queen's Golden Jubilee Medal. "Chief King's experience and leadership have been extremely valuable to CCSA and we look forward to his continued guidance going forward," said Michel Perron, CCSA's Chief Executive Officer. On June 3rd, 2005, Barry Keeble was sentenced by Justice Anderson to 7.5 years in prison. The sentence results from Keeble's involvement in break and enters and thefts in Eastern Ontario including Brockville, Pembroke, Ottawa, Kingston and Peterborough. Keeble was also sentenced for escaping from the Brockville Courthouse and from Correctional Staff. Keeble has an extensive Criminal Record comprised of 164 convictions. June 3, 2005 RE: R v. Keeble The prosecution of the above noted individual was completed today. In giving his reasons for sentence, the trial judge commented on the 'skilled interrogation' of the accused by Detective Sergeant Fraser. I share these sentiments of the trial judge. But for the fact of Sergeant Fraser obtaining a confession from this accused, there would have been no prosecution let alone a successful one. Regina v. Keeble is just one of a series of significant prosecutions in which my success has been based upon Sergeant Fraser's ability to obtain admissible accused statements. As well, his skill and dedication is not limited to the obtaining of accused statements but is apparent to me in all of his investigations. Racing Against Drugs is a community – based drug/alcohol awareness and injury prevention program for grade 5/6 students. It was originally developed in 1994 through a partnership of the London RCMP, the Ford Motor Company and the former London Board of Education. Each Racing Against Drugs event provides up to 30 different learning opportunities or “pit stops” from Police, Fire, Ambulance, Public Health, Addictions agencies and many other community partners. These pit stops will help to demonstrate the link between healthy choices and risk taking through various sports/activities with zero tolerance for drug use. Pit Stops tell students the anti–drug, smart risk–taking story. The primary objective of this drug education initiative is to utilize the exciting and high – profile sport of auto racing to capture the attention of young people. It delivers the message that in this sport there is no room for error or impairment. At one pit stop the event may present the reasons why drinking interferes with one’s ability to succeed in a certain sport, at another students will learn the effects of alcohol on an unborn child, while at another an RCMP officer will question the students about common street drugs. Experience shows that the racing environment captures and holds the attention of young people. They listen and absorb the anti–drug message. Racing Against Drugs will be coming to Brockville on May 31 – June 2, 2005 and will take place at the Brockville Memorial Centre. Over 1600 students from the Leeds, Grenville and Lanark areas will take part in this exciting and innovative program. An event such as this takes a lot of support from the community to make it a success. On Sunday, May 22, 2005 at 7:00 am, the 1994 GMC Yukon and the 1992 Ford Explorer were located on Central Avenue West in the City, both buried in mud. The 1987 Jimmy is still outstanding. Weekly Police Report
During the week ending May 16, 2005, members of the Brockville Police Service attended to a total of 324 incidents. Fifteen criminal code charges were laid for various criminal offences including 2 people arrested and charged with impaired driving. Officers investigated 22 motor vehicle collisions with no serious injuries reported. Sometime between the 11th of May at 16:30 hours and the 12th of May at 10:00 hours, unknown suspects gained entry to a locked garage at 130 Perth Street, Brockville. A 5000 watt homelite generator and some miscellaneous items were stolen. On May 13th, between 20:00 hours and 21:00 hours, a 1993 Ford Explorer, dark green, Ontatio plate #AJXS586 was stolen from the east lot at Wal-Mart, 1942 Parkedale Avenue, Brockville. There were numerous items of painting equipment in this vehicle. Sometime overnight on Sunday the 15th of May, unknown suspects gained entry to a business on Perth Street in Brockville. At this time, police are still investigating and awaiting a complete list of items stolen from the business. On Saturday, May 14th, 2005, at 1:50 pm, police investigated a hit and run collision which occurred on Stewart Blvd., in Brockville. A light coloured van struck a vehicle stopped waiting for vehicles turning into Home Hardware. The vehicle that was hit was forced forward into a third vehicle. The light coloured van did not stop and proceeded north on Stewart Blvd. Anyone who may have witnessed this accident or having any information about the fleeing vehicle is asked to contact Brockville Police at 342-1027. Weekly Police Report
During the week ending May 9, 2005, members of the Brockville Police Service attended to a total of 251 incidents. Twenty-five criminal code charges were laid for various criminal offences. Officers investigated 13 motor vehicle collisions with no serious injuries reported. On May 8, 2005, at approximately 5:10 am, Brockville Police Service K9, Trax, and handler Cst. Shawn Borgford apprehended two males in connection with a domestic assault at 2 Balmoral Place in the City of Brockville. Constables Ryan Hayes, Alan Ranger and Serge Landry, along with Cst. Borgford attended the area in response to a 911 call from a local woman, who had just been assaulted. The officers were able to quickly establish containment of the scene allowing Trax to locate William Durant Jr, 20 years of age, and a second male attempting to hide under a vehicle. As a result of the incident, Durant faces a total of ten criminal code charges including weapons (dangerous), assault and forcible confinement. The second male was released unconditionally.

Weekly Police Report
During the week ending May 2, 2005, members of the Brockville Police Service attended to a total of 237 incidents. Sixteen criminal code charges were laid for various criminal offences, including two people charged with impaired driving. On Friday, April 29, 2005, officers conducted the "All Hands on Deck" traffic enforcement from 8:00 am - 9:30 am resulting in 12 people charged with speeding and other related Highway Traffic Act infractions. Parkedale Avenue East and the community safety zones in the City were the target areas for this blitz. Police are still investigating the motor vehicle collision which occurred on April 4, 2005 on King Street West in front of Tait's Bakery. The van and driver who was involved have not yet been located as of this date. Now that May is here, there will be more and more people on the area waterways. Operators of boats powered by a motor require the operator to show proof of competency to operate the boat. Here are the rules: 1. Anyone born after September 15, 1983 operating a motorized boat is required to carry proof of competency to operate the boat. 2. All persons operating a motorized boat which is under 4 metres in length including a personal watercraft is required to have proof of competency. 3. No person under 16 years of age is allowed to operate a personal watercraft. Officers investigated 15 motor vehicle collisions with no serious injuries reported. With the recent dry weather officers along with the members of the Brockville Fire Department attended to 4 grass fires over the weekend. Starting Saturday, April 16, 2005, the annual spring seatbelt campaign will continue until April 24, 2005. The focus of this year's campaign is booster seats and will also promote the new regulations of enhance the safety of children and youth on Ontario's road. During this past weekend a total of 62 vehicles were stopped resulting in six charges being laid for seatbelt infractions.

Officers investigated 9 motor vehicle collisions with no serious injuries reported. On Thursday, March 31, 2005, in the afternoon officers conducted an "All Hands on Deck" traffic enforcement blitz concentrating on 4 train level crossings with the City. Two male persons were charged, 1 for trespass to property and 1 for disobey railway crossing signal. Two warnings were issued for stopping in the wrong place.

Officers investigated 18 motor vehicle collisions with no serious injuries reported. On March 25th, police attended to a complaint of young children out on the ice in the area of Centeen Park. With the recent mile weather parents are warned to know where their children are and to have them stay away from all waters.

During the week ending March 21, 2005, members of the Brockville Police Service attended to a total of 233 incidents. 24 Criminal Code charges were laid for various criminal offences. Officers investigated 13 motor vehicle collisions with no serious injuries reported. On Monday, march 14, 2005, the resident of a Victoria Avenue home reported a break and enter. The suspect gained entry to the home by forcing the back door open. A small amount of property was stolen from the home. Also on March 14, 2005, during the afternoon, a 1996 Dodge Neon, Ontario plate #082SNJ was stolen from the lot at the 1000 Islands Mall. On March 17, 2005, this vehicle was recovered abandoned in the Smiths Falls area. Two male suspects are being investigated regarding this theft. On Sunday, March 20, 2005, at 1:15 pm, a male youth was approached by a male suspect on the bike path just north of the Canadian Tire Gas Bar. The suspect pulled a knife and demanded that the youth turn over his belongings. The youth immediately ran back to Stewart Boulevard to escape the suspect. There was nothing taken nor were there any injuries. The suspect is described as white male, thin, approximately 5'9", 140 pounds, wearing a green toque, green coat, glasses and a partly gray full beard. During the week ending March 14, 2005, members of the Brockville Police Service attended to a total of 217 incidents. 13 Criminal Code charges were laid for various criminal offences. Officers investigated 6 motor vehicle collisions with no serious injuries reported. Officers are presently investigating a smash and grab incident that occurred at the Canadian Tire Gas Bar, 6 Stewart Boulevard, on Saturday, march 12 at 5:30 am. Officers attended and found the glass broken in the front door of the business and an undisclosed amount of cigarettes stolen. Information received that there may be been witnesses who may have seen a person(s) leave the Canadian Tire Gas Bar at the time noted. The Brockville Police Service is asking for any person(s) who may have any information concerning this incident to please contact 342-0127. On Monday, March 13, 2005, at 5:20 am, officers attended to an alarm call at the Brockville Smoke Shop, 88 King St. W, where they found the glass in the front door had been broken. No entry was gained. After a lengthy investigation and with the assistance of staff at the YMCA, a male person has been charged with 18 counts of theft, possession of stolen property, and possession of break in tools. This is as a result of several thefts from lockers at the YMCA during the past months with the assistance of the staff at the YMCA on Wednesday, March 9, 2005, Guy Trudeau, age 43 years, of Prescott was arrested and charged with several criminal code offences. He remains in custody.

The Brockville Police Service has arrested Tyler Jason PIKE (DOB October 15, 1968) for the offence of Sexual Exploitation, contrary to Section 153(a) of the Criminal Code of Canada. He is scheduled to appear at the Brockville Court on the 1st of April, 2005. The allegations involve a student form a local Secondary School and not Westminister Elementary School where Mr. Pike is employed as a teacher. Officials at Westminister School and the Upper Canada District School Board have reassigned Mr. Pike from his teaching position.

During the week ending March 7, 2005, members of the Brockville Police Service attended to a total of 251 incidents. 14 charges were laid for Criminal Code Offences and 3 people were charged under the Liquor Licence Act. Police continue to get complaints of thefts from vehicles. These thefts occur randomly in various areas of the City. We remind you that your best defense to being a victim of one of these thefts is to lock your vehicle and not to keep valuables stored in your vehicle. We also would encourage the public to report any suspicious persons to the police.

After a lengthy investigation relating to the armed robbery of Positive Jewelers on September 4, 2004, investigators with the Brockville Police Service have arrested one male person. Kevin Douglas RICE (DOB April 6, 1971) of the Ottawa area has been charged with numerous offences including Robbery contrary to section 344 of the Criminal Code and Uttering Death Threats contrary to section 264.1(1)(a) of the Criminal Code. This lengthy investigation, led by Det. Sergeant Scott Fraser, is the culmination of a team of Detectives, Uniform Patrol and Forensic Crime Scene Investigators from the Brockville Police Service working together with members of the Ottawa Police Service and utilizing the expertise of the Centre of Forensic Sciences in Toronto, including DNA analysis. RICE is currently in custody in Ottawa and will appear in Brockville General Division Court later this week. Chief Barry King stated: "I commend all members involved, from our 911 Dispatchers, to the Emergency Response Uniformed Patrol Officers and the Criminal Investigators. Armed Robberies with violence are particularly abhorrent and dangerous. The Brockville Police Service deployed maximum resources to solve this crime and are appreciative of the co-operation from Ottawa Police and CFS." "I am very please to see an arrest for this armed robbery. In 2003, Brockville had 12 robberies. This was reduced to 4 in 2004 (a reduction of -67%). We certainly hope that the courts treat this type of crime with the penalty it deserves."

The Brockville Police Service has been receiving complaints from citizens regarding e-mails they have received allegedly from bank security departments asking for personal information in an attempt to combat identity theft. The subject line of these e-mails may be entitled "Confirmation Required". The bank security offices have been contacted and have confirmed these e-mails are fraudulent and encourage anyone receiving such e-mails to NOT provide any personal information to the e-mail and should they have any questions, to contact their local bank branch or their local police service.

Brockville Police Service and CN Police are presently investigating a fatal train accident which occurred on Thursday, February 17, 2005, at approximately 3:15 pm. Two (2) 12 year old girls were walking northbound on Bartholomew St. on their way home from school. The crossing gates were down with lights flashing and bells sounding where a westbound train traveled across the crossing. Failing to notice an eastbound fright train which was approaching the crossing with the gates still down, Sabrina Latimer, 12 years of age of Brockville, who was proceeding across the tracks was killed instantly. The second young girl, Samantha Lefebvre 12 years of age was taken to the Brockville General Hospital with non life threatening injuries. Inspector Geraghty states: "This is a sad day for the community of Brockville and for the families, friends, classmates and teachers of both young girls. Sergeant Doug Locke has been presenting an international public education program called Operation Lifesaver." Operation Lifesaver is just one of the safety initiatives provided to students to warn them of the dangers of moving trains. An international public education program, Operation Lifesaver is designed to eliminate collisions, injuries and deaths at highway/railway intersections, and on railroad right-of-ways. This safety awareness is provided to students through a partnership of the Safe Community Coalition of Brockville and District, Brockville Police Service, CN Police and local educators who frequently remind students to follow safety rules when approaching rail crossings, to look both ways and to realize that trains are unable to stop within 1/2 mile. Parents and teachers are urged to remind children about safety rules so that together we can help protect our children as "Partners for a Safer & Healthier Community". February 11, 2005 at 1:00 pm, Brockville Collegiate Institute The Brockville Police Service and the Safe Community Coalition of Brockville and District are hosting a Multi Media event at all three area high schools on Thursday, February 10 and Friday, February 11, 2005. The focus of this large three screen production will be on making positive choices based on your inside convictions and not your outside influences. "Inside Out" will equip our students with the courage to stand up for what they believe in and choose the right path. This is a new presentation and it also focuses on violence and bullying and standing up for their real values and the negative effects of hurting, teasing and harassing other people. Sergeant Doug Locke, Community Safety Officer, would like to acknowledge the Lions Club of Brockville and the Rotary Club for funding this production in our area schools. On Friday, February 4, 2005, officers conducted the "All Hands on Deck" traffic enforcement from 7:00 am to 9:00 am resulting in 6 charges being laid for traffic light infractions and 2 people charged with having no insurance on their vehicles. Brockville Police Service are reminding citizens to be cautious on frozen waterways. The recent mile weather will change the ice thickness and make the river, creeks and ponds potentially dangerous to be on.

In conjunction with Fraud Awareness Week, the Brockville Police Service would like to give the following tips on how to recognize a scam: 1. If it sounds too good to be true, it probably is. Scam artists often collect information from their victims by telling them they have won a big prize in a contest that the victim doesn't recall entering and offer them a 'once in a lifetime' investment opportunity. 2. You must pay or you can't play. Fruadster will tell the victim they require money for postage, delivery, taxes, etc. It should never cost you money to play if it is a legitimate contest. 3. Scam artists will ask for private financial information. They will use this information as part of their scheme. Legitimate businesses, for the most part, do not require this information. NEVER GIVE PRIVATE FINANCIAL INFORMATION OUT OVER THE PHONE. 4. Immediate cash payment. Scam artists like cash or money order because it is not traceable. 5. If the caller is a stranger who wants to become your best friend, is more excited than he/she should be or claims to be a person of authority, be very cautious. 6. High pressure tactics. The scam artist will use phrases such as "You must act now" or "This is a limited opportunity". How Can We Protect a Family Member? - Watch for large increases of mail with contest offers, prizes, get rich schemes, etc. - Frequent calls from telemarketers offering 'too good to be true' offers, 'get rich quick' schemes, valuable rewards, unfamiliar charities, etc. - an inability to pay every day expenses - unusual request for loans or cash - unusual banking activity - secretive about phone calls. If you are in doubt, it is wise to ask the advice of a close friend, relative or someone you can trust. If it's by phone, just hang up. On Tuesday, January 25, 2005 at 2:20 am, the Brockville Police Service attended to a 911 call to 355 Stewart Blvd., (Parkedale Esso) with reference to a young male person there with his thumb cut off. This young person was conveyed to the Brockville General hospital by ambulance. On January 25, 2005, at 2:40 a call was received with reference to a male person in a hooded parka crossing central avenue west and appeared to be carrying a hard rifle case. Further investigation revealed that in fact this young male has lost his thumb as a result of a shooting accident. Our K-9 Unit, Constable Grant and Sep, attended and tracked this person from the area of Central Avenue West to Blair Road, which is just north of the City. This track lasted for approximately 2 1/2 hours through dense bush and finished on Blair Road where a vehicle had been entered and 2 shot guns were stolen. The young male has been released from the Brockville General Hospital and is presently in police custody charged with theft under $5,000. Further charges are pending. The 2 shotguns have been located.

On Sunday January 16, 2005 at approximately 12:00 Noon, members of the Brockville Police Service responded to a reported robbery at the Pharma Plus Drug Store located at 125 Stewart Blvd, Brockville. Two men entered the store attended to the pharmacy desk where one male brandished a firearm. One male remained in front of the cash area while the second male entered behind the pharmacy desk and began loading a large quantity of narcotics into a black bag. The males fled via the rear door. The males are described as follows: Male #1 - Male, white, 20-30 years of age, height 5'8 - 6'0, skinny build, short thick mid to dark colour hair, wearing blue jeans, a red hooded sweatshirt, blue jean jacket and a black toque. Male #2 - Male, white, 20-30 years of age, height 5'8 - 6'0 tall, skinny build, wearing a navy coloured coat, jeans and a red hat, carrying a black duffle bag. Anthony (Tony) Wilson, 29 years old, Brockville area resident, white male, 5'8", approximately 160 lbs, various tattoos. Last seen on January 6, 2005, wearing a black leather jacket, blue hoody, blue jeans, black boots, and carrying a duffle bag. Weekly Police Report
During the week ending January 4, 2005, members of the Brockville Police Service attended to a total of 212 incidents. 18 Criminal code charges were laid for various criminal offences. During this time period officers investigated 16 motor vehicle collisions with no serious injuries reported. Over the Christmas period our R.I.D.E. team was busy checking 450 vehicles which resulted in no impaired drivers and no liquor licence act infractions. This number tells us that people are responsible and when consuming alcohol it would appear they are making other arrangements for transportation. Reminder of the new false alarm reduction by-law that came into effect on January 1, 2005. Any alarmed premise that has a police response on two occasions within a calendar year where it has been determined to be false will be served a caution notice. Any alarm premise that has a third false alarm within a calendar year will be suspended from police response. In lieu of this suspension a reinstatement fee of $75.00 plus GST may be paid to the Brockville Police Service. Any alarmed premise that has a fourth false alarm within a calendar year will be suspended from police response. In lieu of this suspension a reinstatement fee of $150.00 plus GST may be paid to the Brockville Police Service.
