Press Release
OTTAWA, October 6/CNW/ - The Canadian Centre on Substance Abuse (CCSA), Canada's national addictions agency, today released its 2003-2004 annual report, which was tabled earlier in Parliament by Health Minister Ujjal Dosanjh. CCSA's founding legislation requires the Minister to table the report and to send copies of it to the deputy Premier of each province.

CCSA's 2003-2004 annual report, Positioned to Influence, covers a period of change and expanded purpose at the Centre following the renewal of Canada's Drug Strategy (CDS) in 2003. CCSA plays a pivotal role in linking federal CDS partners with other key stakeholders in the substance abuse field, including provincial, territorial and municipal governments, non-governmental organizations and the private sector.

"CCSA has evolved into a centre of excellence with the credibility, expertise and experience to work effectively with many partners, to act as an unbiased arbiter and, as circumstances dictate, an effective prod for change," said Chief Barry King, Chair of CCSA's Board of Directors.

The annual report tracks developments in CCSA's three areas of global activity - transferring knowledge, developing policy and building partnerships - and highlights initiatives that are expected to have a significant impact on progress toward reducing the harm associated with substance abuse. These include the first national survey of alcohol and drug use in Canada since 1994, scheduled for release during Drug Awareness Week (Nov 14 - 20); a survey of the training needs of Canada's addictions treatment professionals, to be released early in 2005; and the first in a series of annual reports on the state of substance abuse in Canada, to be published in November.

"Through a year of significant change, and despite the inherent challenges of an accelerated pace of work, CCSA has not lost sight of its ultimate goal, which is to reduce the health, social and economic harm associated with substance abuse," said Michel Perron, CCSA's Chief Executive Officer.

CCSA's 2003-2004 annual report has been posted as a PDF to the Centre's Website at www.ccsa.ca Printed copies are available by contacting CCSA.

Press Release
Brockville Police Service Marine Unit in partnership with Transport Canada and the Canadian Coast Guard urges all boaters to operate with safety and respect for other users of our waterways.

OTTAWA -Throughout the summer, millions of people enjoy recreational boating on Canada's waterways. However, each season, too many of us lose a loved one in a boating accident which, in many cases, could have been prevented.
Before setting out on the water, Transport Canada reminds you to stay safe with the following safety tips:

Be prepared - Before you head out on the water, take a few minutes to check the marine weather report and inspect your boat to ensure the engine and equipment are in good working order. Make sure that the boat has enough fuel for the trip and someone knows where you are going and when you plan on returning.

Always wear a life-jacket - Approximately 90 per cent of all drowning victims in recreational boating incidents were not wearing a life-jacket or personal flotation device. There should be a life-jacket for every person on the boat. They must be Canadian-approved and of an appropriate size for each person. Don't forget to make sure your children wear theirs as well.

Don't cruise with booze - Mixing boating and drinking is dangerous and against the law. At least 40 per cent of all power boating fatality victims had a blood alcohol level above the legal driving limit.

Slow down - Speeding causes collisions, injuries, wake damage to other boats, and shoreline erosion. Always operate your boat at a safe speed.

Share waterways - Exercise caution when boating in a commercial waterway. For safety's sake, keep a good distance from large vessels - they can't always see you and they can't stop quickly.

Schedule a Pleasure Craft Courtesy Check - During the courtesy check, which is offered free of charge, an examiner will board your vessel and review with you the safety equipment required by law. The examiner will also inspect the other equipment you have and identify any deficiencies. To schedule a courtesy check of your vessel, contact the Office of Boating Safety in your area.

Take a boating safety course - Transport Canada strongly recommends that all boaters take a boating safety course. These courses provide training that will help you stay safe on the water. Topics include the minimum safety equipment required on your boat, the Canadian Aids to Navigation system, applicable regulations, and how to respond to emergency situations. For a list of course providers near you, visit the Office of Boating Safety website.

For more information on boating safety, check out the Office of Boating Safety's website at www.boatingsafety.gc.ca, call Transport Canada's Boating Safety Infoline at 1-800-267-6687, or send us an email at obs-bsn@dfo-mpo.gc.ca.

Press Release

Yesterday, Safe Kids Canada launched a campaign for booster seats. Each year, hundreds of Canadian children could avoid serious injury or death if they rode in car booster seats until their ninth birthday. Everyday, between four and nine children are hospitalized from serious injuries after motor vehicle collisions. Another thirty-five children die annually from their injuries.

Many children suffer horrible injuries that can affect their spinal cord. Sergeant Doug Locke states 'many parents are under the misconception that their children don't need booster seats after age four or five, only 28%, of Canadian families use booster seats for children from age four to nine".

The Ontario government recently said it will make booster seats mandatory for children from age eight and under, who weigh between 19 - 36 kg.

A montreal father is grateful that he strapped his son into his booster seat before he was involved in a collision that destroyed his vehicle last month. The booster seat prevented serious injury even though he was taken to hospital with a headache. this Montreal father appealed to parents with young children everywhere to use booster seats each time they get into their vehicle.

Brockville Kicks Off Railway Crossing Safety Program
"Making Brockville the safest place to live, work and play"

Brockville Safe Community Coalition, along with other community groups, work together to reduce incidents of preventable injury and death through public awareness and safety programs. These programs are open to everyone in Brockville and surrounding areas, serving a total population of approximately 44,000 people.

To kick off Rail Safety Week, the CN Police, Brockville Police Service and the Brockville Safe Community Coalition will educate area residents on April 21 and 22 about the serious consequences from highway / rail grade crossing accidents. This event will take on April 20th at CN's Ormond Street crossing and on April 21st at CN's Perth Street crossing from 8 am to 10 am. Two uniform police officers from CN Police and two from the Brockville Police Service are assigned to this project during this blitz. They will hand out the Operation Lifesaver quiz pamphlets with a special gift for drivers taking the quiz.

On an annual basis, an average of 100 people are killed by trespassing on railway property and crossings. By setting up a rail crossing blitz, we will educate drivers by drawing awareness to facts such as: 1 - 3 vehicle collisions involve motorists running into the side of trains. Statistics show that these accidents involve people that live less than 40 km form their home. These drivers under-estimate the speed of a train by trying to cross the tracks ahead of it - unaware that trains cannot stop as quickly as motor vehicles to avoid collisions.

This rail safety campaign is part of a national rail safety effort with the Railway Association of Canada's Operation Lifesaver Program Direction 2006 and with the assistance from the Brockville Police Service; who have an ongoing partnership with Brockville Safe Community Coalition in working towards providing educational programs towards public safety initiatives.

Direction 2006 is a partnership program with a specific goal and time frame to reduce the number of highway railway grade crossing collisions and trespassing incidents on railway property by 50% by the year 2006. This project is working well with over 50% less collisions and 75% less trespassing incidents.

Our goal is that our community works together to "LOOK, LISTEN, AND LIVE" at all railway crossings.

Statistics involving highway railway and trespassers on railway property based on a 5 year average annually in Canada are:

Collisions - 393
Fatalities - 100
Serious Injuries - 79

Press Release
The World Health Organization has designated "Road Safety" as the theme for World Health Day on Wednesday, April 7, 2004. Each day around the world 3,000 people die and 140,000 are injured, 15,000 of these disabled for life, as the result of motor vehicle collisions.

Current figures are alarming enough. Even more alarming are trends. If they continue, by 2020, the numbers of people 'killed and disabled every day on the world's roads will have grown by 60%, making road traffic injuries a leading contributor to the global burden of disease and injury.

The countries most successful in reducing highway carnage have engaged many different groups from government and the private sector in coordinated programs of road safety research, development and implementation. Now, some of the most heavily motorized countries, such as Canada, have some of the lowest rates of road traffic death. By contract, developing countries have some of the highest death rates, with cyclists and pedestrians being the most vulnerable.

In Canada, traffic fatalities peaked in the early 1970's. Since that time, Canada's population has grown by 40%, and the number of vehicles has increased by 80%. Despite this increased mobility, the number of traffic fatalities has been cut by more than half.

Still, impaired driving remains at the leading Criminal cause of death in Canada and is a factor in one of every three road users killed. The non-seat belt wearers continue to account for 40% of those killed, and vulnerable road users such as pedestrians, cyclists and motorcyclists are at risk: one of every five victims killed in crashes fall into this category of road user.

On April 7, 2004, the Brockville Police Service will be doing an "All Hands on Deck". Police officers will be assigned to the Community Safety Zones. During school hours the speed limit is 40 km/hr with much higher fines. The safety of our school children is everyone's responsibility. So, please slow down when you observe the flashing lights at these Community Safety Zones.

We can reduce traffic collisions and deaths by buckling up and refraining from driving after drinking, so be careful!

Press Release

The initiative of an 11 year old girl who wanted to collect money to ensure that Brockville Police Service Dog K-9 Sep was protected by an armoured vest, has further developed with a community organization Therapeutic Paws who have decided that this will be one of their fund raising initiatives for 2004.

Seven years ago K-9, Brock, had a custom made bullet proof vest sponsored by a private citizen; however, similar to special vests worn by Police Officers, it is beyond its normal life expectancy and was made to fit K-9 Brock, a much larger dog.

The new vests which are now available, and are made especially for police service dogs are much lighter and flexible to provide K-9 police service dogs the ability to move, climb and jump as needed to protect themselves and their handler and to apprehend offenders when required.

Increasingly, animals working in support of police are at risk. Over the last year in Canada, police horses have been stabbed, kicked and suffered serious injuries, while some police dogs have been severely injured and regrettably in some instances killed on duty. The value of animals used for police purposes goes far beyond the cost to train them and they are treated as a member of the Police Service in terms of training and equipment.

Because of the expectation for tracking, detecting drugs, apprehending fleeing criminals and providing the support for crowd control, there is a requirement to provide protective equipment for these special animals.

The new light weight "Storm" K-9 armoured vest will be purchased once fund raising is completed and demonstrates not only outstanding civic support from a community group for K-9 Sep and Constable Mike Grant, but also community support for the Brockville Police Service.

Chief Barry King stated, "We certainly appreciate the interest and enthusiasm of a number of organizations within our community who volunteer to assist to help meet some needs that otherwise may have to be deferred for a period of time. Our K-9 Unit, in addition to our other special service units, are value-added to the role of a uniformed police officer. We very much appreciate the assistance of members of the Kinsmen Club who sponsor our K-9 Unit and now to Kaitlyn McIntyre and Therapeutic Paws who have taken on this special fund raising role for a new K-9 armoured vest for Sep."

Press Release
On Friday, February 27, 2004, at the Provincial Youth and Crime 2004 conference held in Niagara Falls, Ontario, before a gathering of more than 500 persons, the Honourable Monty Kwinter, Minister of Community Safety and Correctional Services for Ontario, presented the Bud Knight Award to Brockville Police Constable Mark Heffernan.

The Bud Knight Award is named after the former instructor from the Ontario Police College, who was instrumental in organizing the Committee of Youth Officers for the Province of Ontario.

Each year, an award is given in his Honour to recognize one officer in the Province of Ontario in recognition for outstanding achievements and in helping youth in their community.

This year, Mark Heffernan stood out from the other candidates and his exemplary youth service both on and off duty showed an interest, commitment and dedication worthy of this award. The award recipient, Constable Heffernan was presented with a cheque in the amount of $1,000 to be donated on his behalf to a charity of his choice. Constable Heffernan will be presenting this cheque to Rev. Kevin Smith, Co-ordinator of the Youth Unlimited and Perth Street Youth Centre where Constable Heffernan is the designated adopt-a-cop.

An attachment indicates the citation for this award for Constable Heffernan. Chief Barry King stated "As a community we must demonstrate that we place a high value on the well being of children and youth. The impact will be felt by everyone both now and in the future. Stopping crime before it happens often lies within the reach of all of us and can be reinforced by social actions that ensures a safe, healthy and strong community. We are proud of Constable Heffernan for his outstanding commitment as being representative of a range of community involvement demonstrated by a number of our police officers and civilian members who are all working together with many other partners to make this community the safest and healthiest in which to live, learn, work and play."

Constable Mark Heffernan is a member of the Brockville Police Service. He has been an outstanding volunteer with the youth of Brockville since being hired as a summer student with the police department in May 2000. From the very start, Cst. Heffernan volunteered with area youth at the local YMCA at a Saturday night youth program getting children off the streets and into the gym, the pool and into the weight room. He has also been very involved with Youth Unlimited, which is a Youth Centre for high-risk youth that come from very needy backgrounds where they have very low self-esteem and are struggling academically. Cst. Heffernan works day and night with youth during his free time. He started a street-wise program that takes these children off the street and into the Youth Centre and works on their self-esteem, teaching them about the problems of drugs, alcohol, bullying and social problems.

Cst. Heffernan works with a number of people who he has recruited from St. Lawrence College and Grenville Christian College, as well as friends in the community who have joined his team of dedicated volunteers. He also stops by as much as he can while on duty, to assist at both the YMCA and at the Youth Centre building a avery strong rapport with at-risk children. A large number of children have made huge advancements as a result of his dedicated and tireless effort working with them at these centres.

One of the most interesting programs that Constable Heffernan started has been having a group of inner-city children volunteer with him at the Rosedale Retirement Home working with elderly citizens. When Cst. Heffernan is not busy at the Youth Centre, the retirement home or the YMCA, he is helping out as an Adopt-A-Cop at the TISS Alternative School that is a school for children that have dropped out of school and are attempting to graduate. Cst. Heffernan is also volunteering with the Big Brothers Committee assisting with young children. Also, he is currently working extremely hard in a leadership and coordinating role with the City of Brockville to open up a youth sports facility where inner-city kids can skateboard, paint ball and hang out when they have free time.

One of the most impressive programs that Cst. Heffernan initiated this past year was a Thanksgiving Dinner for inner-city youth. He went to local merchants and restaurants getting food and beverages for inner-city kids to have a free Thanksgiving dinner. Cst. Heffernan encourages senior members of the Brockville Police Service and other volunteers to help with this dinner.

What comes to mind at the Police Service level is the personal bond that Cst. Heffernan has made with young teens. Community leaders and the Brockville Police Service confirm that Constable Heffernan has had a large impact on youth as well as adults in the community. This well-intentioned young officer is providing an extraordinary effort and is a positive role model in the Brockville community and his efforts are being noticed at many levels. This officer has made a difference and is a very worthy candidate for this award.

Press Release
The Brockville Police Service is concerned about the melting of ice and predicted rain for the Brockville area. The police service is concerned that the melting ice and snow will cause a problem in the area of the waterfront and creeks throughout Brockville. We are urging parents to advise their children to stay clear of any river and creek banks because of the melting run off which will be occurring. These areas will be extremely slippery with water moving quite quickly.

The Brockville police Service is also concerned with the amount of identity theft which is occurring in the Brockville region. Identity theft is the fastest growing crime in North America. Only you can protect the privacy of your personal and financial information in the market place whether you are buying on-line, over the telephone or at your front door.

Some tips that can help you protect yourself are:

1. Don't carry your birth certificate in your wallet or purse but keep it with your other vital documents in a safe place. Your birth certificate is the key to your identity. In the wrong hands it can be used to copy your identity, commit fraud and steal your money and property.

2. Only carry credit cards or debit cards you plan to use that day.

3. Monitor your credit file. Request a copy of your credit report from major credit reporting agencies at least once each year.

4. Check your monthly credit card statements and report discrepancies and lost or stolen credit cards immediately.

5. Password protect your credit cards, telephone and bank accounts and do not carry passwords with you. Make sure to memorize your passwords and PIN numbers and do not place them in your wallet or purse.

These tips can help prevent this fast growing fraudulent crime.
