Mission Statement of the Brockville Police Services Board
The Brockville Police Service, while responding to the needs of our multi-racial and multi-cultural society, will maintain a standard of excellence in professional conduct and community service.

Statement of Principles

The Brockville Police Services Board is committed to the principle that people are our most important resource.

Accordingly, this Police Service affirms and supports its intention for and adherence to:

  • the principles of equity and fairness embodied in the Canadian Charter of Rights and Freedoms, the Ontario Human Rights Code, and the Police Services Act.
  • the principles of community service and community policing embodied in the Police Services Act.
  • the principle of honest communication internally within the Police Service, as well as with our community.
  • the principle of sensitivity and compassion for victims of crime.
  • the principle of continuous improvement and education of members of the Police Service.
Vision

The Brockville Police Services' vision of the future is one of change to being more proactive in the delivery of community policing: strengthening the role of enforcement of federal, provincial and municipal laws, and the provision of quality management of the Police Service.

Policy of the Board Regarding this Vision

While the Board establishes the broadest policies, further decision on specific objectives to achieve the vision belong to the Chief of Police.

Constraints:
  1. That the decisions of the Chief of Police are consistent with any reasonable interpretation of Board policies and priorities within executive limitations are acceptable.
  2. That the Chief act in a manner that is both fair and equitable and without prejudice to all citizens.
  3. That the Chief act in a manner that is ethical and prudent in the setting of objectives and strategies towards these ends.
  4. That the Chief is constrained by the financial restraints imposed through the yearly budgetary process and any deviation must have the approval of the Board.
  5. That the Chief, in conjunction with the Board, review and set priorities and goals on a prescribed and agreed-upon basis.

Improved community safety and crime reduction of targeted crimes through education & enforcement.

  • Diagnosing and managing problems which produce serious crimes
  • Foster relationships with our community to enhance community safety, crime prevention and crime solving for targeted crimes

The Community

Brockville is a peaceful family community of 22,000 people living along the shores of the beautiful St. Lawrence River in the tourist area of the 1000 Islands.

Projections of change in demographics as we move towards the year 2002-2004 Business Plan cycle. indicate slow population growth, an aging retirement population supported by a stable, diverse service and small to medium-sized industrial economic component including Fortune 500 companies and a 51/49 commercial/residential tax base.

Culturally, the community is largely Anglo Saxon, with a small growing number of diverse ethnic and cultural groups influencing cultural change .

Brockville prides itself on the high quality of lifestyle which exists here. This has been maintained in part by the high quality of police service which is approaching 175 years in existence, providing security for the community.

Brockville Police Services Board

Section 31 of the Police Services Act (1997) sets out the authority of a Police Services Board. All municipal police services have a Board. The Board governs the policies, goals and objectives of the police service.

The Brockville Police Services Board is composed of five members. The two Councillors from the City of Brockville are on the Board, plus three appointed members, two appointed by the Province, the other appointed by City Council.

The Board usually meets on the last Thursday of each month (except July, August and December) at 8:00 a.m. at Brockville Police Headquarters. The Board conducts most of its business during the open portion of the meeting. The public is welcome to attend. An in-camera meeting follows after the open agenda is dealt with.

The Board is eager to be open and maintain communication with the public and be informed. They welcome the public. Anyone interested in making a presentation to the Board should make an appointment with Mr. Jim Baker, Secretary to the Board, 342-8772, Ext. 458.

The public is invited to attend the Brockville Police Services Board meetings, held on the last Thursday of each month. Meetings are held at Brockville Police Headquarters, 2269 Parkedale Avenue, Brockville, 8:00 a.m. public meeting, followed by the In Camera. Meetings are held each month EXCEPT for July, August and December.
