Chief John Manoll's Biography
Chief John Manoll was born and raised in the City of Brockville, Ontario. After graduating
from Brockville Collegiate Institute, he enrolled at St. Clair College in Windsor, Ontario. While attending St. Clair College, John received the Student Athletic Council Award as well as being placed on the Dean’s List and the President’s List of Scholars for academic excellence. He was also the recipient of the Atkinson Foundation Bursary, the President’s Personal Griffin and the Student Government Outstanding Contribution Award. John received a diploma in Business Administration with a major in Accounting in 1972, at which time he returned to his home town of Brockville.
John joined the Brockville Police Service as a Cadet in 1972. In his early career, he was active in the Brockville Police Association, serving on the Executive Committee for a total of nine years, six years as President. During that time he championed many officer safety issues both locally and at the provincial level.
Chief Manoll has served in many different capacities with the police service, including general patrol for seven years prior to being transferred to the Criminal Investigations Branch in 1980 as a criminal investigator and a Forensic Identification Officer. It was while working in the Criminal Investigation Branch that John was promoted to Sergeant.
Chief Manoll was promoted to the rank of Staff Sergeant in charge of both the Criminal Investigation Branch as well as the Uniformed Patrol Division in 1987. He was responsible and instrumental in leading the Brockville Police Service into the computer age, guiding Brockville’s participation and membership within the Ontario Municipal and Provincial Police Automation Cooperative.
In July 1990, John was appointed Deputy Chief of Police and in 1992, he received the Police Exemplary Service Medal. In 2007, he was promoted to the rank of Chief of Police.
Chief Manoll is a member of the Ontario Association of Chiefs of Police, the Canadian Association of Chiefs of Police and the FBI Law Enforcement Executive Development Association. He is a graduate of the Senior Police Administration Course and the Executive Development Course at the Canadian Police College in Ottawa and numerous courses at the Ontario Police College in Aylmer. A strong advocate of life long learning, he has also lectured and been a guest speaker to various high school and college courses.
Over the years, Chief Manoll has instructed weight lifting and under the auspices of the Police Athletic Association he has coached boys hockey and girls softball. He has sat on a number of community committees and volunteered to assist community groups and organizations, including the Brockville Lions Club, the Canadian Red Cross, the Heart & Stroke Foundation, and the Canadian Cancer Society. In 1995 when Brockville was in danger of losing its Junior “A” hockey franchise due to financial hardship, John joined the organization as Treasurer and guided the team to economic stability.
John has been married to his wife Sara for thirty-five years. They are the proud parents of Heather and Christopher, and grandparents of Nathaniel, Allesha and Dawson.
